Cost bearing of public information service supply is one of the basic problems to be solved in the construction of public information service,which has an important impact on the fairness and efficiency of public information service.This study aims to solve the problem of cost sharing of public information service in China and construct a cost-sharing mode of public information service in line with China's national conditions.Firstly,this paper summarizes the domestic and foreign researches on the eost of public information service and the way to bear it by using the knowledge map method and the literature survey method,and finds that it is necessary to take the issue of the cost of public information service as an independent subject for in-depth study.Secondly,this paper sorts out the conceptual framework and basic theories of the research on the cost-sharing mode of public information service,and explains and difilerentiates the concepts of public information,public information service,public information service cost-sharing mode,public goods theory and public governance theory.Thirdly,this paper investigates the current situation of cost sharing of public information service in China,and introduces the cost sharing system,specific practices and existing problems of public information service in China.Fourthly,this paper studies the cost-sharing mode of public information service in the United Kingdom and the United States by investigating the relevant systems of public information service cost-sharing,and evaluates and summarizes them.Finally,on the basis of the above research,this paper constructs a multi-agent cooperative sharing mode of public information service eost that is suitable for China's national eonditions,and puts forward eorresponding implementation strategies.
