In nowadays world, the status and role of culture is increasingly prominent. As an important part of the cultural industry, publishing industry has multiple attributes in spiritual, material, cultural and economic aspects. The role publishing industry plays in strengthening national soft power of cultural is irreplaceable. However, compared with abundant research of cultural industry evaluation, research on competitiveness of Chinese publishing industry is limited. Moreover, the competitiveness of publishing industry in different provinces and cities in China is rather different. In order to evaluate the competitiveness as well as position of Chinese inter-provincial publishing industry in the market, also to explore the factors that restrict the competitiveness of regional publishing industry and to find paths to enhance competitiveness, this paper makes a scientific, comprehensive and accurate evaluation of current level of competitiveness of China's provincial publishing industry. The outlines of the research can be summarized as followed:Firstly, through studying relevant literatures in domestic and foreign publishing industry, the article summarizes the relevant research results and reviews existing problems in current research about competitiveness of publishing industry in China. After commanding the connotation and other related theories in competitiveness of the publishing industry, this article combines the development status of China's publishing industry with Porter's diamond model,GEM model and creates a five-factor model consisting of Production Factors,Market Demand,Output Strength,Related Industries and Government Behavior.Secondly,on the basis of relevant research on the development index system of publishing industry, this paper constructs the evaluation index system of China's publishing industry competitiveness based on the principles of science and operability and proposes the evaluation idea based on the combination of coefficient of variation and grey comprehensive evaluation. This paper also uses cluster analysis and spatial difference analysis to help evaluate. Finally, the paper makes a comprehensive evaluation of the competitiveness of publishing industry in Chinese 30 provincial administrative units(excluding Tibet,Hong Kong,Macao and Taiwan due to the inability to collect all data from 2012 to 2017).The conclusions are as follows:(1)The differences in the comprehensive competitiveness of publishing industry in various provinces and cities in China are obvious but the distributionof comprehensive score index is relatively balanced. On the whole, the score gradually decreases from the east, the middle to the west. The internal structure of industrial competitiveness is unbalanced.(2)The article uses cluster analysis to classify all provinces into three categories and make relevant recommendations. The first category is Beijing,Guangdong and Jiangsu with strong competitiveness. The future focus should be accelerating industrial digital transformation and focusing on content creativity as well as technological innovation based on existing resource advantages and industrial bases. The second category is Shandong,Shanghai, and Zhejiang with relatively strong competitiveness. The focus to improve industrial competitiveness is optimizing the internal structure of publishing industry while focusing on industrial digital transformation and content innovation; The third category has general competitiveness, including 10 provinces and cities such as Hunan,Henan,Sichuan, and Hebei. In the future,it is necessary for this category to actively promote reforms, optimize the industrial structure and highlight the regional characteristics of the industry base on regional culture and historical resources; The fourth category has rather weaker competitiveness, including 14 provinces and cities such as Jiangxi,Chongqing,Jilin,Xinjiang, and Inner Mongolia.Such provinces and cities not only need to balance all aspects to drive the development of the entire industry, but also need to vigorously develop local economy as well as take culture as an economic growth point to drive the development of the whole publishing industry.
