Research On The Behavior Motivation And Incentive Of Public Participation In Archives Collection Construction

The information age has broken the inherent concept of the archives ”luxury”and ”bundle of the shelves”.As an important participatory and constructive force,the public has begun to join the archive collection construction,which is both an opportunity and a challenge for archives.For the former,firstly,guiding the public to participate in the archive construction is conducive to shape the image of“public-centered” archives.In the process of communication,the public can not only understand the rules and the content of participation,but also freely express suggestions and opinions.Secondly,public participation can improve the efficiency of archive collection construction and alleviate the deficiencies of the archives in terms of manpower,material resources and financial resources.Thirdly,the public participation in archive collection construction can trigger social understanding and attention to archives.It is also a means of communication which can show archives to the public.As for the challenges,firstly,people who participate are not representative,not helpful for performance,not helpful for decision making.They hid the dangers for public participation in archives collection construction.Secondly,it is still difficult for the archives to circumvent the irresistible nature of archival resources and the potential risks of network to archives.Thirdly,the lack of legal policies,the shortage of supporting funds,the rigid management system,and the misplacement of incentives are the loopholes in the public participation in the archives collection security system.Despite the rough roads,the archives should follow the trend of changing time,update the concept of work and service,guided by public motivation,and establish effective incentive strategies to promote public participation in the long-term development of the archives.Through combing the literature on the motivation and incentives of publicparticipation in archives collection at home and abroad,the writer focuses on the development gap between theory and practice.In order to grasp the current research status in China further,the paper analyzes the archives construction,public participation,and public participation in archives construction in traditional and digital environment.Next,the writer conducts detailedly of the public composition,motivation and content of participating archives construction from the perspective of traditional environment and digital environment,and summarizes the specific conditions.On the basis of the above analysis and Unified Theory of Acceptance and Use of Technology(UTAUT),the public participation in the archives collection construction behavior motivation hypothesis model is constructed,and the external variables performance expectation,social influence,risk perception,facilitated condition,internal variables participation motivation,participation behavior,moderator variables gender,education and research hypothesis are explained and discussed in detail,which provides theoretical basis for the following model validation and revision.The items in the questionnaire are mainly derived from the hypothetical model and the authoritative literature in the field.The questionnaire is distributed in two rounds.The main purpose of the first round of pre-study is to measure if the variables and sub-variables are scientific,then eliminate variables which did not pass the reliability and validity tests.The verification and revision of the hypothetical model mainly depend on the survey data of the second formal questionnaire.After analyzing the data,the author concludes that “Performance expectation positively affects participation motivation”,“Social influence positively affects participation motivation”,“Risk perception reversely affects participation behavior ”,“ Facilitated condition positively affects participation behavior ”,“Participation motivation positively affects participation behavior”,“Public gender significantly impacts the model”and“Public education significantly impacts on the model”.Therefore,from the above variables,the author has established an incentive system for public participation in archives collection construction which including meeting public performance expectations,exerting community-driven impacts,resolving potential participation risks,and laying out comprehensive promotionconditions.Finally,the author puts forward to the research limitations on model construction and sample capacity,and looks forward to the future research direction from the three aspects:constructing the whole process management system of public participation,strengthening evaluation and developing cross-domain cooperation.It is expected to help the theoretical and practical researches of the public participation in the archives collection construction in China,and close the distance between the archives and the public.
