The Design And Implementation Of Public Service Platform For Industry And Talents

With the implementation of the national industry and talent policy,the precision of public service has become an important indicator of the government's ability to govern,and is the focus of the work of the government in the future work.Through intelligent information technology to achieve high-end talent introduction precision,high-end talent management precision,high-end talent service precision will also be the general trend.Different regions and cities have different development layout for strategic emerging industries,so the demand for talent in each industry is also different.This leads to a series of contradictions and challenges,such as the shortage of high-level talents in various regions,the uneven distribution of talents among different regions,and the rigid management mechanism.Therefore,need a display of regional industry and talents,the latest policy information,analysis of industrial demand and feedback platform to improve talent demands,the relevant departments of the absorbing efficiency and work quality,public services will eventually accurate implementation of the goals of this.In this paper,the Organization Department of Fuzhou municipal Party committee of the Communist Party of China is used as the research object to make an analysis to determine the role of the platform users and the rights of each role.Then the function module of the platform is analyzed,and the business process is summed up.Then,combined with UML tools such as flow chart,state chart and so on,we design the platform structure and the business process of each function,and confirm the design of each function module interface.Finally,according to the design plan,we implemented a set of industry and talent public service platform,and designed test cases to test functions,to ensure that the functions achieved meet the needs.According to the requirement of enterprises and personnel management,and results in the need to extract the key problems,this paper put forward a keyword extraction algorithm based on Naive Bayesian classifier.According to the lack of security when setting password for the new user,this paper presents a random password generation algorithm.Compared to the traditional TF-IDF algorithm,algorithm in this paper can greatly improve the extraction accuracy rate,and random password generation algorithm can generate at least ten million non-repeating 8 to 16 bit random password contains uppercase,lowercase letters and numbers,can fully meet the needs of the user.Public service platform for industry and talents can efficiently manages the information of the industry and high-level talents in the region.By making clear the needs of enterprises and the main achievements of high-level talents in th e region,using the intelligent information technology to realize the precision of talent introduction,talent management and talent service.At present,public service platform for industry and talents has been applied in the Fuzhou municipal Party Committee Organization Department talent office,the platform function is running normally,the response speed is good,the design requirements are met.
