Design And Implementation Of The Interrogation Management System Of Public Security Departrnent

At present,the trial of the public security departments mainly includes case interrogation and remote interrogation,the latter of which may also be referred to as remote arraignment.Such so-called remote arraignment is carried out in the way that the whole interrogation process for suspect or witness would use high-tech means like network video,wireless transmission,and remote monitoring,and the sound and video would be transmitted through remote transmission network as recordings and then saved in discs.Such a way has not only solve the ills of the judicial handling like low efficiency and high cost and truly realized efficiency through technology,but also has provided a more open,democratic,convenient,efficient and new communication platform for the whole society.Meanwhile,for difficult cases,the competent leadership or related experts can give remote guidance to the case at any time,thus improving the quality of the cases.The remote video arraignment realizes the trial "at home",improving efficiency and saving time and costs.The trial management system of the public security department adopts the actually process of case handling as the guiding ideology,and realizes remote arraignment and synchronous recording of transcripts,audio,video,and evidence.This trial management system uses B/S structure,MVC design pattern and H.264 video coding.Such an unique recording code format can allow parallel recording and playback of video,transcript,and voice at the same time line.The system includes series of subsystems of personnel management,transcript,case management,remote command,and difficult case consultation etc..With the introduction of the background of system development and the status of domestic and foreign similar products etc.,this article analyzes the basic flow of police interrogation,designs relevant functional subsystems,introduces key technologies,and finally briefly explains about the subsystems.Through the practical application of the system in the Branch Public Security Bureau of Jinan High-tech Zone and that of Huaiyin District etc.,this system is proved to run well,with its basic functions appropriate for case handling and the documents remaining safe and effective.
