The distribution of rivers in China is extensive.With the development of water conservancy industry and information technology,the types of business operations are increasing,the management work also becomes more onerous and complex.A large water conservancy project often needs a number of water conservancy departments distributed all over the country to participate in.Under the development trend of water conservancy informatization,the application of water conservancy cooperative office system gets rid of regional or departmental restrictions and plays a very important role on the standardization of office processes.In the collaborative office system,in order to realize the interaction between business,message communication between system users is essential,such as business review and approval,or system user chat and exchange ideas with one another,or file transfer between user and users in the system.The content of the message may include text,pictures,documents,etc.Existing ways are slow and inefficient and there are a lot of limitations in both time and space,they can not fully meet the needs of Water Conservation Office.Therefore,it is necessary to develop a set of perfect information management systemThis paper aims at how to improve the efficiency of cooperative office and proposes a new type of message management system.First of all,the paper analyzed and studied the current situation at home and abroad,summarized related theories and key technologies.Then according to the design idea of software engineering,determined the target of system design and analyzed the requirement.Then discussed the system architecture design,database design and browser design,each functional module is designed in detail.In the part of system development,this paper used key theories and techniques include ASP.NET,ADO.NET,data transmission protocol and SMS interface principle.The paper developed the system with C# language and Visual Studio 2010 development platform,achieved functions includes sending and receiving network messages,sending and receiving SMS,browsing network messages or SMS,sending and downloading message attachment,etc.Finally,this paper applied the message management system to the project of the Three Gorges Reservoir greenhouse gas data sharing platform to check the practicality.Through demonstration and analysis,verified the message system can cuts down business processing time effectively,reduces project cost,and improves the efficiency of cooperative office,and finally play an important role in water conservancy cooperative office system.
