The Design And Implementation Of Command And Dispatch Platform For Urban Management And Law Enforcement

With the acceleration of the pace of urbanization in China,the scale of the city has continued to expand,and illegal practices in the process of urban construction and management have become increasingly serious.The Municipal Bureau of City Administration and Law Enforcement is the law enforcement and management department for urban construction,and it has centralize the enforcement of urban law enforcement functions which were owned by the various government agencies in the past.Except for normalized law enforcement tasks such as industrial and commercial administration,municipal administration,the law enforcement bureau also needs to deal with emergency events such as do business on the way,vehicles parked chaos,and mass violence against law.It is of great significance to building a comprehensive and intelligent command and dispatch platform for urban management and law enforcement,and achieve targeted command and dispatch of different law enforcement tasks for the municipal bureau of city administration and law enforcement.This paper studied the present situation of the command and dispatch system for urban management and law enforcement at home and abroad,and analyzed the problems existing in the process of information construction of the command and dispatch for Municipal Bureau of City Administration and Law Enforcement.In response to these problems,combined with the actual law enforcement requirements of the law enforcement bureaus,this paper designed and implemented a command and dispatch platform for urban management and law enforcement.It is a comprehensive command and dispatch platform that integrates multiple command and dispatch of normalization and emergency events,scientific decision-making and basic information management of law enforcement.It consists of four main business modules: system management,basic information management,command and dispatch management and auxiliary decision management.The platform has realized the ?one map? management model based on electronic maps which includes cases,vehicles,and service areas and so on;The platform has realized the dispatch and supervision management of normalized law enforcement tasks,and the command and dispatch management of emergencies in the process of urban management and law enforcement;The platform has also realized the auxiliary decision management of law enforcement work.This paper focused on the scheduling of emergency events in the process of urban management and law enforcement,and the single-event scheduling and multi-event scheduling problems are solved by the construction of the scheduling model and the design of the scheduling algorithm.This paper used the adaptive DBSCAN clustering algorithm to achieve a hot analysis of urba n management cases.The development of the command and dispatch platform used the B/S structure and the MVC model,and on this basis,the current popular development technology is integrated,such as Java,database and data visualization technology and so on.The system structure is clear,and it's easy to use and scalable.Finally,the function characteristics of the system are confirmed through the system test of the command and dispatch platform,and the platform can achieve the desired goals and meet the needs of users.
