| "Three Rural" policy is a basic public policy related to agriculture,farmers,rural areas.This policy efforts to solve reform and development issues of agriculture,rural areas,farmers.The spread of the "Three Rural" policy plays an important role in the practice of mainstream media's policy communication.The authoritative and influence of the mainstream media has an important impetus of the formulation,implementation and perfection of the "Three Rural" policy.And No.1 Central Document is undoubtedly the synonym of solving "Three Rural Issues".People's Daily has continued to report on No.1 Central Document for 19 years since 1982.From the report,it shows the observation on what kind of changes occurred and its motivation from the mainstream media's view on the communication about "Three Rural" policy.This thesis will study the content of the reports of No.1 Central Document by People's Daily by using the content analysis method,construct the basic framework of content analysis.From the study,two-way flow of information,deepening policy participation and transformation of policy function and other trends are found in the People's Daily's reports.Based on the findings of policy communication function,policy communication mode and the setting of policy agenda in the study of policy communication,three dimensions of the change of policy communication of "Three Rural" policy are refined in mainstream media:the policy communication function,the policy communication mode,and the policy process participation.And the three dimensions of the changes are in a detailed discussion.Through the study of the changes and motivations of the "Three Rural" policy in the mainstream media,it is hoped that this study could be a reference for the policy communication of mainstream media.It is also hoped that people will pay more attention to the communication of "Three Rural" policy and help it develop,and provide a better way to optimize the solution of the "Three Rural Issues". |
