The sports policy for the disabled is a series of action guidelines developed by the government to meet the physical exercise and sports entertainment needs of the disabled,and the state has formulated corresponding legal policies to protect the development of sports for the disabled.However,because the implementation of the policy is not strong,the sports rights of the disabled are still not guaranteed.In the process of policy implementation,different external factors will be encountered to interfere,resulting in the weakening and lack of policy execution.The sports policy of the disabled guides the direction of the sports development of the disabled,and the effective implementation policy can reduce the deviation and promote the sports of the disabled to develop in a good direction.This research adopts the literature method,the model analysis method,the interview method,the logic analysis method and so on research method,in the Smith model theory framework,from the policy text,the execution subject,the target group and the execution environment four aspects carries on the research to the Hubei Province disabled person sports policy implementation situation,through the collection data and the information carries on the analysis,understands four aspects basic situation,macroscopically grasps Hubei Province disabled person sports policy implementation situation,analyzes the disabled person sports policy implementation deviation reason from the execution situation,and proposes the optimization path from the Smith model four dimensions.The conclusions are as follows:(1)Policy text: the number of policies is large,the specificity of most of the policy content and the rationality of the objectives are better,the practical operation of a few policies is not strong,lack of due binding force;sports laws are less,the content of sports development involving persons with disabilities is more general and repetitive.(2)On the subject of implementation: the lack of enthusiasm among the staff of the executive bodies,the small number of updated policy documents,four newly formulated or amended normative documents for the protection of the rights and interests of persons with disabilities,none of them at the prefectural and municipal levels,and none of the newly formulated special laws and regulations for persons with disabilities at the provincial level;weak sense of responsibility among the executive personnel,the inspection of law enforcement concentrated at the prefectural and municipal CPPCC levels,and 20 inspections of the implementation of laws and regulations for persons with disabilities at the provincial levels,respectively;A total of 2 legal awareness-raising and education campaigns for persons with disabilities have been conducted,involving about 200 persons,which is relatively small compared to 283 more than 1968 persons throughout the country;only one legal training course for persons with disabilities has been held throughout the year,and only 200 persons have been trained.(3)Target groups: although the State had earlier proposed the inclusion of the eradication of illiteracy among young and middle-aged persons in the overall plan for literacy,the overall level of education of persons with disabilities is still low.There are 301800 illiterate persons with no education,the overall level of awareness of sports policy among persons with disabilities is low;33% of persons with disabilities with certificates throughout the province have access to basic rehabilitation services.(4)Implementation environment: in terms of implementation resources,funding for the development of comprehensive services for persons with disabilities is significantly decreasing,and the scale of projects is decreasing;in the case of uneven regional distribution of funds and the same policy objectives,Wuhan has more abundant policy funds than other municipalities,and the effect of policy implementation is remarkable;in the social environment,excessive attention is paid to persons with disabilities,causing tension among them and affecting their participation in sports.The recommendations are as follows :(1)in the formulation of policies,we should promote policy objectives and optimize the content of sports policies for persons with disabilities;improve the policy system and promote the transformation of policies into laws.(2)Improve the mechanism of policy supervision and inspection,and monitor the implementation of the policy through irregular re-examination and multiple inspection methods;establish a system of assessment of the work of the executive personnel,and regularly assess the professional knowledge of the executive personnel to enhance their professional quality and sense of responsibility;clarify the responsibilities of the executive personnel in the executive agencies and promote accountability;(3)increase the publicity of the policy,enhance the understanding of the policy objectives and content of the disabled,and enhance the identity of the disabled groups to the policy;and use community activities of disabled persons as indicators to measure the quality of sports.(4)Increase the investment in sports funds for the disabled,rationally allocate executive resources,improve the utilization rate of executive resources,and guide people to treat the disabled and disabled people's physical exercise correctly.
