Policy Research On The Examination Choice Policy Under The Background Of The New College Entrance Examination With The View Of The Multiple Streams Theory

In September 2014,the State Council's "Implementation Opinions on Deepening the Examination Admission System Reform" and the "Zhejiang Provincial Deepening Comprehensive Examination Enrollment System Reform Pilot Program" issued by the Zhejiang Provincial Government established the new round of college entrance examination reform in Zhejiang Province.The official launch also marked the formal implementation of the independent examination policy.However,in the process of implementing the independent selection policy,some schools have experienced physical "cold" phenomenon,so that the original intention of the policy itself has not been well reflected.Afterwards,the Zhejiang Provincial Education Department issued the "Enrollment Selection for Universities in Zhejiang Province" The Examination Implementation Measures for Subjects have formulated relevant compensation policies for the "cold" phenomenon,but in fact the problem has not been completely resolved.Although many experts and scholars in China have put forward constructive opinions on how to construct a scientific and reasonable selection policy to solve this problem,these opinions and suggestions generally revolve around how to optimize the policy itself.The author believes that the deficiencies in the policy-making process can be explored from the perspective of analyzing the policy-making process,and whether these deficiencies indirectly trigger the physical "cold" phenomenon.And the rationality to strengthen indirectly,so as to improve the physical "cold" phenomenon.Therefore,the author first conducts field investigation and data collection from the pilot schools around the school to determine the authenticity and specific performance of the "cold cold" phenomenon,and then summarizes the potential impact of the selection policy itself by collecting relevant data and collating Factors are demand factors and mechanism factors,and then use the multi-source theoretical analysis framework to analyze the policy formulation process of the independent selection policy from four aspects: problem source,policy source,political source,and policy window,so as to identify potential influencing factors and policies The internal relationship between the formulation process and the source of the problem are the core elements that affect the process of making the independent selection policy.Therefore,the establishment of indicators and the collection of problem information are crucial.Empiricism should be avoided in the source of the policy,focusing on experts and scholars.The wisdom of politics needs to pay attention to national sentiment in political sources,but more importantly,to grasp its core,and the window of problems caused by focus events reminds policy makers that they should always pay attention to the accumulation of policy-related issues and avoid the outbreak of problems.Finally,according to the above conclusions,the policy formulation process optimization suggestions are proposed from four aspects:problem source,policy source,political source,and policy window,in order to indirectly solve the physical class "cold" problem.
