The village resident team is the key force and organizational basis for implementing various poverty alleviation policies at the grassroots level.Therefore,its composition and operating mechanism should become a focus of poverty alleviation research.Based on the perspective of social network theory,this paper builds an analysis framework between the poverty alleviation performance of the village work team social network-social resources-village work team.This article will use the theoretical perspective of social relationship networks to study how the governance performance of the assigned village teams is possible.Taking Yuexi Township as a case,interviewing the main resident cadres,rural cadres and township cadres of 18 village teams,the following conclusions were drawn:The government-sponsored village team connects the actual needs of poor villages and poor households with higher-level governments to fill structural holes.The relationship network remodeled in the village poverty alleviation in the targeted poverty alleviation is that the village team is located at the contact point between the poor village and the higher level government,especially the contact point between the dispatched unit and the poor households.The help team is a two-way link of contacts.On the one hand,form a bureaucratic relationship with the village resident team representing the national governance force as the contact point;on the other hand,the village resident team representative sends an agency,a kind of asylum relationship between the two village committees in poor villages,and poor households.This is reflected in the personalized relationship between the village cadres and the poor households.The purpose is to promote better implementation of the national poverty alleviation policy and to strengthen information transmission and feedback between higher-level governments and dispatched units and grassroots governments,poor villages,and poor households.Whether the national poverty alleviation policy can achieve the expected results is closely related to how the poverty alleviation policy is planned at the top level of our country.However,the degree of development of the grassroots society in our country and the various poverty alleviation policies of the country can be more fair in the grassroots society.,Transparent transmission seems to be more important.Village-based assistance organizations are an intermediate system carrier that effectively links the government and the poor.The dual-track governance is the practical logic of the village-based assistance to achieve the transfer of poverty alleviation resources:the first track is the sub-village team and the two village committees not only need to actively promote and implement various national poverty alleviation policies among farmers,but also Various poverty alleviation and development projects of poverty-stricken villages that have been assisted are actively involved in helping poverty-stricken villages and poor households to complete the removal of poverty as soon as possible.Another track is that the village resident team should be deeply integrated into the village collective and poor households.By visiting the poor households,they can understand their actual needs,mobilize their own unit resources and private resources,and help the poor households to solve their production and living needs in a timely manner.This kind of governance behavior has the characteristics of bottom-up and personalization.We call it anti-bureaucratic governance.The anti-bureaucratic governance behavior has opened a bottom-up channel to reflect the actual needs of farmers,making up for the defects of bureaucratic governance and greatly enhancing the flexibility of the poverty management process in China.
