Research On Performance Evaluation Of Scientific Fund Management In Universities

Since the reform and opening up,the national government has always called for scientific and technological innovation and has long been committed to the development of scientific research to improve China's comprehensive strength and international competitiveness.As a prerequisite and material support for scientific research,scientific research funding plays a crucial role in promoting the development of science and technology and enhancing innovation capabilities.As far as the current situation is concerned,colleges and universities are the main source of power for supporting scientific research.In recent years,in order to speed up the process of scientific and technological innovation,the state has continuously increased its investment in scientific research,although to a certain extent this has indeed played a great role in promoting it.However,various problems have become increasingly prominent.For example,the utilization rate of funds is relatively low,and there is no perfect management system for fund management.At present,how to manage scientific research funds reasonably and effectively and evaluate the benefits of its use is an important problem that needs to be solved.Strengthening the management level of scientific research funds and building a sound performance evaluation system can not only effectively improve the efficiency of scientific research,but also provide a strong guarantee for the proper use of funds.For colleges and universities,to successfully evaluate the performance of their scientific research fund management,the primary task is to clarify the indicators that have a significant relationship with them,and then to determine the weights of these indicators,based on which to build a relatively complete performance system.This article first introduces the background and significance of the research on the management of scientific research funds in universities in China.With the help of the research conclusions of some experts and scholars at home and abroad,this article provides a theoretical basis for the discussion,combs and summarizes the highlights of this paper,and clearly clarifies the shortcomings.The second part mainly expounds the conceptual definition and theoretical foundation of the management of scientific research funds,and analyzes three kinds of theories in detail,focusing on the theory of comprehensive budget management,coordination theory,entrustment and agency theory.The third part starts from the present situation of management of scientific research funds,analyzes the problems and causes of the problems,and systematically analyzes the current system of performance evaluation indicators.The fourth part is to take H University as the research object,analyze the management status of its scientific research funds at a deeper level,and build the performance evaluation index system based on this.Using the two methods of tomography and questionnaire survey to measure and calculate the ratio of the index,a corresponding evaluation model is constructed based on this series of measures,and various problems in the management of scientific research funds are analyzed by means of fuzzy comprehensive evaluation methods.And put forward the coping solution.The fifth part is mainly to sum up all the previous discussion,and put forward the prospect of the future,clear well-known in this article,hope that later scholars can carry on further discussion on this.This article hopes to establish a scientific evaluation index system through the performance evaluation of the cost of scientific research in higher education institutions to enrich the management methods of scientific research funds and improve the level of scientific innovation in colleges and universities.To set up a sound management performance evaluation system for the funds used by universities for scientific research,it can not only promote the innovation of the management mechanism of universities,but also solve the worries of scientific research workers and enrich theoretical knowledge management in academic research.It can be realized some reference for the practice management of colleges and universities.
