In recent years,the number of patent applications of universities is increasing year by year,but "foam patents" and "garbage patents" are nothing new now,which reveals a troubling picture of the quality and conversion rate of patents.Besides,the university teachers disclose their inventions selectively and the inventions as well as patents with high quality outflow and drain seriously,which has hindered the process of technology transformation in universities.In order to promote the transformation of inventions,Sichuan has taken the lead in carrying out the pilot reform of mixed ownership of the work-related scientific achievements in China,sharing the property rights of patents to encourage inventors to carry out the technology transformation.Thus,there occurs a huge support force formed by the central power and the local one to promote the transformation of patents and technologies conducted by both universities and inventors.But it remains unknown whether teachers are willing to disclose high-quality inventions to universities and whether the reform inspires teachers substantially or not.From the current situation of university faculties' willingness to disclose inventions in the process of technology transformation,this study selects teachers from seven universities in Sichuan Province,including Sichuan University,Southwest Jiaotong University and so on as survey subjects to explore the factors influencing teachers' willingness of disclosure of invention.The hypotheses,which are put forward from four dimensions: university teachers,Scientific and technological achievements,enterprise activities and university conditions,are tested by structural equation model and statistical analysis method.The results show that the disclosure by university teachers of intention is affected by many factors,that is,good incentive mechanism has a significant impact on the disclosure intention of university teachers;The research field of inventors and the stage of invention objectively determine the possibility of disclosure by teachers;Moreover,the willingness of disclosure is stronger for teachers with strong research capabilities,clear research goals and good career expectation.Furthermore,teachers have different attitudes towards the university patent examination system,which makes it varies in disclosing inventions.In addition the analysis of questionnaire reveals that teachers in universities hold positive attitudes towards the outcome of the policy effect of the technology transformation since the implementation of the reform of mixed ownership of on-duty invention.However,university teachers are ignorant about the details of the reform policy,which suggests that the influence of the reform needs to be improved.The willingness of intention disclosure of university faculties is influenced by many factors,such as the interests and desires of the inventors themselves,the local government and the demand of universities.Therefore,it should be done to ensure both spiritual and material rewards of university teachers to enable them to realize self-value and social value.In addition,we should trace the transformation process of colleges and universities to examine the effect of policy implementation.Last but not least,the cooperation among the government,universities,enterprises,inventors and technology transfer institutions should be directed to create a platform for teachers to improve the disclosure rate of inventions and to rationalize the transformation mechanism of scientific and technological achievements.
