Under the background of social governance,the government's purchase of social services as an important measure for the transfer of government functions has been paid more and more attention.At the same time,in order to ensure that social service projects can achieve their goals and effectively solve social problems,social service project evaluation has emerged.The evaluation of social services projects exists not only for the purpose of accountability,but also to identify issues highlighted in social services in order to improve services and promote professional development.However,in the current evaluation of social service projects,chaos occurs frequently,and the existing studies have mostly discussed from the normative and institutional aspects of evaluation.The question to be discussed in this study is: based on the current system of evaluation of social service projects,how the projects that deviate from their goals or even fail to pass the evaluation of the project,which implies the action logic of the social worker group.This paper uses literature research,participatory observation and semi-structured interview to obtain a large amount of research data as the empirical basis.The first is to sum up the "incomplete coping" strategies of "muddy water fishing","exquisite packaging" and "conspiracy of interests" adopted by social workers in the evaluation of the project.Then,using the weak weapon and proxy theory,the author extracted the three core elements of the "incomplete coping" strategy,the actor and the action logic as the new theoretical framework.Secondly,it tries to explain the process of never completely coping with behavior: On the one hand,the weak's weapons are not fully coping with the internal forces.First,because social workers are unable to be self-sufficient in their current disadvantaged position,they have to choose not to fully cope with economic rationality;The second is that social workers lack the right to speak in the current evaluation system,and the social work is often required to express the risks,ideas,and expectations of the project implementation process through the system.So when the project fails,social workers have to complete project evaluation through some unconventional coping strategies to maintain their basic survival status.On the other hand,the agency theory explains the institutional environment that social workers do not fully cope with from the institutional and structural aspects.First,the current purchase contract boundary is unknown,and the incomplete response of social workers has been acquiesced;The second is that the "interest collusion" under the multi-level purchase system provides corresponding asylum for the failure of the project;The third is that the lack of service objects has to some extent contributed to the incomplete coping of social workers.Finally,based on the discussion,the author puts forward the suggestion that the incomplete coping behavior should be resolved by reshaping the standard of social service project evaluation and improving the system and structure.The innovation of this article is that the weak's weapon is organically combined with the principal-agent theory,thus proposing the concept of "incomplete coping".The paper also gives a comprehensive explanation of the internal motivation,system and structure of the current social worker's incomplete coping problems.The conclusions of the study are helpful to perfect and develop the theoretical system of social service project evaluation,and help to improve the evaluation system,avoid social workers 'forming path dependence,and better realize the accountability of social service project evaluation and "building by evaluation".However,due to the limited level of the author,the article is not yet sufficient in the "incomplete coping" strategy induction and action logic analysis of social workers,and it still needs to be further deepened.
