With the rising of transnational education in the 1980 s,Education is seen as the service product included in the world trade.Developed countries such as the United Kingdom,Australia,and the United States began to promote overseas campus and increased all modes of operation in specify market.Meanwhile Saudi Arabia had implemented major domestic reforms for cultivating vocational education and training ability,and South Asia,represented by Malaysia and Vietnam,had increased the demand for vocational education and training.In November 2013,the concept of“cross-border education” was first proposed internationally,which marked a gradual consensus among countries on the inherent nature of education.Based on the orientation of international market and the requirements of domestic development outside,President Xi proposed the “Belt and Road Initiative”.In May 2015,the State Council decided to cancel the overseas approval clauses of institutions of higher education.According to the instructions of the State Council,the Ministry of Education subsequently abolished the Tentative Management Method for Overseas Schools in Colleges and Universities to further implement the "discharge suit".How to guide and standardize the overseas running of higher vocational colleges under the background of “Belt and Road”,has become the top priority of the development of higher education in China.This paper utilizes horizontal study,case study,comparative reference and other methodologies,studies systematically typical cooperation cases of domestic higher vocational colleges,concludes the forms of overseas delivery.Aims at the predicament of running overseas schools in higher vocational colleges in China,we carried out case studies,sums up the experience of running overseas education inAustralia and France,and proposes a solution to form a path for overseas skill supply for reference.This study mainly grasps the following points:Firstly,Cross-border projects and cross-border institutions included overseas running schools are included in transnational(cross-border)education,but there are inherent differences in the practice of institutional jurisdiction,curriculum management and teacher appointment.Secondly,facing the “Belt and Road” countries,overseas running schools of higher vocational colleges in China basically present three forms: government-led,inter-university cooperation and production-teaching collaboration.In the process of development of the same institution,there will be overlaps or changes in forms of overseas running schools,all modes need government support in the promoting process of overseas education.Thirdly,the choice of the forms of overseas running schools will affect the choice of cooperation countries and overseas partners.Therefore,we should consider the multiple elements of the school's strategic plan,operational plan,internal policies and external challenges for assessing the feasibility of overseas school operations.Fourthly,focuse on the lack of external conditions and internal motivation in the overseas running schools of higher vocational colleges partly in China,refer to the international measures of strengthening the quality of overseas projects,expand the influence of higher education in the country,and introduce social resources to run schools.
