High school career education has become an inevitable requirement in the context of China's college entrance examination reform.Shanghai,as a pioneer in various provinces and cities,has made initial attempts in policy design and practical teaching.However,the current practice shows that there is still a considerable gap between the policy ideals of Shanghai high school career education and actual education.Therefore,it is urgent to conduct a systematic study on the implementation of Shanghai high school career education policy.Under the guidance of policy network theory and cognitive theory in policy implementation theory,this study takes Shanghai Pudong New Area as the research object and explores Shanghai high school career education policy through text analysis,in-depth interview and questionnaire survey.The implementation process of the government and grassroots schools,and in-depth analysis of the deviations and reasons behind the implementation of the policy.The study found that Shanghai high school career education policy network subjects include: local education bureau and its related departments,education development research institutes and other professional organizations,high school,student families and social units.During the implementation process,the local education department dominated and the students' family and social units had weaker voices.The Institute for Educational Development and the high school formed an effective policy implementation alliance.However,in the implementation of the policy,there was a lack of interaction and cooperation between high school and high school.At the same time,cooperation and confrontation between the execution objectives of the policy network main body coexist.Thus,it reveals that the Shanghai high school career education policy has produced the following deviations in the implementation of local government and grassroots schools:(1)the local education bureau lacks systematic re-planning forhigh school career education;(2)the local education bureau has not yet Establish a scientific high school career education evaluation mechanism;(3)high school has a lack of implementation of career education policy;(4)the grassroots executor's career education concept is divided.The analysis of policy implementation results shows that:(1)there is much room for improvement in the implementation of Shanghai high school career education policy;(2)the implementation of career education in high school is still in its infancy and the schools are quite different;(3)the career of high school students The overall planning performance is generally good and has not yet been significantly improved.Overall,in view of the problems arising from the implementation of Shanghai high school career education policy at local and grassroots level,this study suggests:(1)refining the guidance content of career education policy,enhancing the right to speak of grassroots teachers and students;(2)establishing a career education policy The scientific supervision and feedback mechanism;(3)increase the propaganda of career education policy and create a good policy implementation environment.
