The document of the Ministry of Education “Promoting the ‘Belt and Road' Education Action” pointed out that education plays a basic and leading role in building the “Belt and Road” initiative.Education exchanges bridge people' s hearts and minds along the route,and talent development provides support for policy communication,equipment interconnection,trade cooperation and capital integration of countries along the route.Promoting international student mobility and talent development are important parts of the “Promoting the ‘Belt and Road' Education Action”.Chinese government should actively cooperate with the “Belt and Road” countries in educational interconnection and talent development.Therefore,in the context of the “Belt and Road” Initiative,this study explores the mobility of international student and the development of higher education in countries along the route,and provides empirical evidence and decision-making recommendations for governments along the route to formulate higher education development policies and international student mobility policies,and promote the interoperability of higher education policies.Firstly,as the scale of international students continues to grow,the main trend is still flowing from developing countries to developed countries and developing countries are less attractive to international students in general,and there is a significant imbalance in the flow of international students in many countries along the route.At the same time,the mobility of international students has shown new trends.Many Asian countries have joined the ranks of competition of attracting international students,and the fow of international students has become diversified.According to the analysis of the development of higher education in the countries along the route,the development environment and level of higher education in developed countries are generally better than those in developing countries,and the differences in education among the countries along the route are obvious.Secondly,establishing a regression model by using the panel data of the “Belt and Road” countries from 2002 to 2016,it is found that the volume of commodity trade between countries has a significant positive impact on the recruitment international students.International students in developing countries are more inclined to considerate of the quality and scale of higher education in destination countries,and they prefer to study in countries where the level of economic development is not too high but have a high level of educational development.When international students in developed countries choose developing countries as their destination for studying abroad,they focus on the quality and scale of higher education in destination countries,and the level of economic development in developing countries and the geographical distance between the two countries are not important factors;When choosing developed countries as destination countries,the level of economic development in destination countries is an important factor,and International students in developed countries tend to choose more developed countries to study abroad,while the quality of higher education does not have a significant impact.Finally,drawing on the government strategy of recruiting international students from different development levels of countries,it is suggested that all countries along the route should deepen inter-governmental economic and trade cooperation and smooth economic and trade relations under the framework of the “Belt and Road Initiative”;They should increase government financial investment in higher education to improve the quality and level of national higher education development,and make full use of the influence of geoculture to strengthen regional educational cooperation.And the policy of internationalization of higher education should be implemented to speed up the construction of national higher education capacity;At the same time,Chinese government should actively cooperate with the countries along the route,pay attention to its leading role of the “Belt and Road” policy,and dock the will of all countries along the route,promote educational policy interconnection and the common prosperity of the “Belt and Road”education.
