Study On The Power Operation Mechanism Of Academic Committees In Chinese Universities

The new era calls for innovative ideas.The eighteen and the nineteen national congress of the communist party of China provide direction and thought for deepening education comprehensive reform.Universities have become the main position of higher education reform.Academic power is the important concept of universities,and it is an important guarantee for the normal development of colleges and universities to effectively exercise academic power and express academic interests.But,academic committee member of the Chinese colleges and universities,there are often "two burden",leading to different degrees of university academic power was extruded by administrative power,academic committee is difficult to play a role,even lapsed into a lack of function,inefficiency,and a nominal dilemma.This paper starts from the reality of colleges and universities in China.Using literature research,text analysis and qualitative research methods.Through analyzing the evolution of the rights relations of academic committees and analyzing the texts of the academic committees of 15 colleges and universities and studying the organizational model and practical difficulties of academic committees in universities in China.To sum up the contradictions and causes arising from the operation of administrative powers and academic powers in academic committees.Based on the development experience of the American University Academic Council,we reflect onthe development of our academic committee and propose policy recommendations.In addition to introduction and conclusion,this paper has five chapters,which can be divided into three main parts:The first part is related to the concept,the theoretical basis and the historical evolution of the rights relations of academic committees in Chinese universities.Firstly,based on literature research methods,the definition of administrative power,academic power and academic committee is defined.The second is to put forward the theoretical basis of this study,including modern university governance theory and knowledge management theory.Thirdly,it discusses the rational basis and dialectical relationship between administrative power and academic power in universities.Finally divides the evolution of the rights relations of academic committees into three major periods in chronological order: early Professors Association and Council periods(1917-1949),the lost period of the Academic Committee(1949-1978),and the reappearance of the Academic Committee(1978-present).The second part is the text analysis of academic committee.According to the constitution of the academic committee of 15 universities,this paper analyzes the status of the rights relationship of academic committees in the universities,and studies their organizational models and their practical contradictions and predicaments.This paper believes,the main problems in academic committee of colleges and universities in our country are as follows: 1.The generalization of administrative power and the weakening of academic power;2.The division of responsibilities and authority between academic power and administrative power is not clear;3.The organizational structure is not perfect and the operation is not standardized;4.The center of internal power is shifted.The third part is the experience reference and suggestions.Based on the relevant development experience of the American University Academic Council and the actual situation of our country's colleges and universities,we put forward policy recommendations on how the two powers in the academic committees of our colleges and universities can achieve independence and cooperation.
