Comparative Study On The Role Of Industry Association In The Operation Of National Qualification Framework

With the deepening of the concept of lifelong education,countries recognize the construction of national qualification frameworks that include all types of learning outcomes which are conducive to the equalization and integration of general qualifications and vocational skills qualification,There's important meaning on establishing a complete education and training system and improving the occupation education and training status.The national qualification framework as a national development strategy,its implementation requires the participation of multi-stakeholders,the industry association has the natural advantage of connecting the government and the market,Making it play a significant role in the operation of the national qualification framework,especially in its important branch the professional qualification certificate system.At present,China's national qualification framework is still in the theoretical construction stage and a pilot phase of credit system Banks.One of the constraints of its slow development is the disunity of the certification authorities and the lack of a unified vocational education and training qualification system,which lead to the arbitrariness of cultivation the labor force and intensifying the contradiction between talent supply and demand.In order to improve the quality of vocational education and training,to promote the course of developing the national qualification framework,we need to strengthen the industry associations' participation in the work.Exploring other countries' experiences of industry associations participating in the operation of national qualification framework has grate value in promoting the role ofindustry associations in the construction of Chinese Qualification Framework and its anticipated operatin.This paper primarily uses the research methods of literature analysis and comparative analysis,selects the national qualification framework of Australia,Britain and Ireland as the research object,and makes a comparative analysis on the basis of the country study,and then provide experience for our industry associations to participate in the construction of national qualification framework.The artical primarily expounds background of the research,cocept definition,literature review,the selects of research object,research methods and ideas and significance of the research.Secondly,taking the roles of the trade associations in Australia,the UnitedKingdom and Ireland participating in the operation of the National Qualification Framework as research objects,describes the specific functions played by the industry associations,the operational mechanism and the safeguard mechanism separately,and summarizes the experience gained in the work of various countries.On this basis,the uniqueness and common characteristics of the three industry associations in the operation of the national qualification framework are refined on the above aspects,The uniqueness of its role lies in: the different positions in the management;the different levels of professional division in the standard formulation,the obvious differences in the responsibilities and flexibility of participation in the implementation process;the different training processes and qualifications of full-time teachers;the different levels of legislative support;Common features are:participating in government departments on the operation and management of the framework;establishing many intermediaries to participate in the operation;participating in the whole process of framework operation;creating "government-Society-Association" quality assurance system.Finally,based on the status quo of our country's trade association's participation in the operation of vocational qualification certificate system and the common features of the participation of the three industry associations,tries tentatively from the above aspects,improving the functions,processes and operating environment for industry associations to participate in operation.
