Research On The Construction Of Performance Evaluation Index System Of Municipal Sports Associations In China

With the gradual establishment of the Chinese people aware of the importance of a healthy life,people's demand for sports services is growing as well,which have accelerated the development of social sports organizations in China.With the deepening of China's sports reform and the gradual "unhook" of sports associations at all levels,sports associations have entered the competitive stage of social marketization formally.Facing more complex market environment,sports associations need a set of scientific and effective performance evaluation system urgently to conduct a comprehensive investigation of their own operating level,it not only to achieve dynamic supervision and management of organizational work but also to check and fill gaps in order to guide the optimization and improvement of the next stage of association organization.Based on a set of mature theories such as the Application of Stakeholder Theory and 360-degree Performance Assessment,this paper establishes a series of performance evaluation index system for sports associations,which includes five first-level indicators and seventeen second-level indicators,by constructing a performance evaluation model,a performance evaluation model is constructed.screening evaluation indicators reasonably and determining the index weight as well.Besides,using Fuzzy Synthetic Evaluation Method and analytic hierarchy process(AHP)as instruments,following the design principles of evaluation indicators and on the basis of detailed communication with many industry experts,the rationality test was carried out.Finally,the index evaluation system constructed from the five dimensions of basic infrastructure,the control of financing,internal governance,responsibility fulfillment and risk resistance can effectively guide sports associations to explore their own shortcomings,improve operational efficiency,increase social credibility,and promote the healthy development of the associations in the future.At the same time,this paper focuses on the deficiencies in the performance evaluation of sports associations in China and puts forward some suggestions fromfive certain aspects: establishing the concept of "promoting development through evaluation",improving the performance evaluation system,optimizing the evaluation technical path,enriching the content of the index system,and promoting the evaluation execution ability,so as to give some suggestions for the optimization and promotion of performance evaluation of municipal sports associations in China.
