General Secretary Xi Jinping pointed out in the report of the party's 19 th National Congress: "To promote the integration of compulsory education in urban and rural areas and attach great importance to rural compulsory education." Education in our country has entered the world as a whole.However,the partial gap still exists.There is still a big gap between regions,urban and rural areas,schools,and people.Compulsory education is an important part of education.It is of vital importance to both the individual and the state.It is a basic public public welfare undertaking.It also plays a key role in fighting poverty.In 2018,China entered the decisive stage of building a well-to-do society in an all-round way,which puts forward new requirements for improving the quality of compulsory teaching and improving the environment for running schools.In particular,the quality of rural education and the environment for running schools need to be improved and optimized.This paper makes use of relevant data to make empirical analysis of the development of urban and rural basic education in China,analyzes the reasons for the unequalization of basic education in urban and rural areas,and proposes countermeasures and suggestions to promote the balanced development of urban and rural compulsory education in China,providing certain references for China's urban and rural compulsory education reform.The research content of the full text is divided into four parts.The main contents of each section are briefly described as follows:The first part is the introduction.Firstly,the background of the thesis topic,the significance of the research,the research of domestic and foreign scholars on compulsory education,the research methods of this paper and the innovation of this paper are introduced.The second part introduces the theoretical basis for the equalization of compulsory education in urban and rural areas and the definition of related basic concepts.It mainly elaborates the Marxist theory of fairness,the equalization of basic public goods,the theory of Marxist education equity and the theory of urban and rural development,and clearly defines the The concept of equality,compulsory education,equalization of urban and rural compulsory education and other concepts.The third part mainly reviews the situation of the equalization of compulsory education in urban and rural areas of China and analyzes the current situation through a large amount of data and charts.From the perspective of differences between urban and rural areas,the status quo of the equalization of education opportunities in compulsory education in our country,the status of equalization of funding for compulsory education,the equalization of the strength of compulsory education teachers,and the equalization of conditions for running compulsory education are analyzed.The fourth part mainly considers the promotion of the equalization of China's urban and rural compulsory education.Based on the influencing factors in the process of the equalization of compulsory education in urban and rural areas in China,we propose countermeasures to promote the equalization of China's urban and rural compulsory education from the perspective of deepening fiscal system reform and coordinating the coordinated development of urban and rural areas.
