Vocational education is vital to the national economy and people's livelihood.Especially in minority areas,ethnic vocational education has greater significance to the local development.In the recent five years,vocational education has made great strides.30 million students have been professionally cultivated and successfully graduated from secondary vocational schools.However,it is still a weak portion of national education.Furthermore,ethnic vocational education is more marginalized,and has many problems including low level,insufficient attraction,weak faculty and some others.Therefore,considering strengthening ethnic vocational education to play an important and positive role in the national project of poverty alleviation,this research aims at constructing a set of valid and reasonable assessment index system of ethnic vocational education,and exploring composite index of its state.Besides,System theory,Stakeholder theory and Competency based education will be applied,and some results of relevant research will be also taken into consideration.This research is split into four sections.The first articulates the importance and necessity of this topic,including background and significance.The second is literatu re review,examining existing accounts of ethic vocational education and showing why they are inadequate.The third proposes a better evaluation index system of ethn ic vocational education.In this section,based on the principle and basis for constructing the evaluation index system,this part starts from the three dimensions:scale,efficiency,and quality.“the scale of ethnic vocational education”,“the investment level of ethnic vocational education”,“the out level of ethnic vocational education”and“the quality level of ethnic vocational education "four areas,call first level indicators.On this basis,Delphi method is applied to select evaluation indicators,and the first-level indicators are further subdivided into 22 second level indicators and explain the meaning of the indicators.Using AHP method to construct the weighting system of evaluation index of ethnic vocational education development level,and then synthesizing the comprehensive index of ethnicvocational education development.In order to ensure the validity and scientificness of the evaluation index system,the research selected the Chuxiong Yi Autonomous Prefecture of Yunnan Province as the site of investigation to conduct on-the-spot verification.The results show that the evaluation index system for the development of ethnic vocational education constructed in this study has good operability and the mathematical statistics can better reflect the reality of the development of ethnic vocational education.The assessment index system built in this research,will provide a sort of self-assessment method to schools and a policy reference to administration of education.
