Research On Policy Implementation Of Minority Of High-level Talents Training Plan Of Yunnan Province

In order to solve the problem of lacking of high-level talents in the process of economic and social development in the western and ethnic regions,the country launched a training plan for high-level backbone talents of ethnic minorities(“backbone plan”)since 2004 which implementate aiming at 21 national provinces(cities and districts).Yunnan province has the most population of Chinese minority.The 56 ethnic groups in the country are distributed in Yunnan province.Besides the Han nationality,there are 25 ethnic minorities having a population more than 6000.For a long time,the shortage of talents has been a handicap for the rapid development of Yunnan's economy and society.Training talents of ethnic minorities is an important way to solve the problem of Yunnan's development.Over the past ten years,Yunnan has continued to carry out the implementation of the backbone plan policy,which has become an important channel for the training of high-level talents in Yunnan.However,at present,the research on the implementation of the backbone plan has not yet formed systematic research results.The research on the implementation of Yunnan province is still in the blank,which can't provide any support for the government departments to improve policy implementation.Therefore,this paper through a deep study in the implementation of national training plan for high-level backbone talents of ethnic minorities in Yunnan province,analysis of Yunnan province "backbone plan" policy implementation problems,and the causes of the problems are analyzed,finally,put forward the improvement for the "backbone plan" implementation of the policy recommendations in Yunnan province to promote the "backbone plan" implementation of the policy of continuous improvement,better play the role of the "backbone plan",and make full use of the policy that the country gives to our western regions.
