The Higher Education Law of 1998 promulgated the autonomy of university professions.The "Regulations on the Administration of Undergraduate Majoring in General Colleges and Universities(2012)" and other relevant documents have further implemented the principle of setting professional autonomy for colleges and universities.The purpose of institutional changes that set the system of professional placement at the core of the setting of autonomy for professional setting of colleges and universities is to make the major settings of colleges and universities meet the needs of national and regional economic development and accord with the conditions of colleges and universities for their own positioning and running.However,based on the data statistics and relevant literature research,it is found that there is still a problem in the professional setting of colleges and universities that they break away from the market demand and are out of their own position and schooling conditions.In order to further explore the internal relations between the new institutional economics and the rationalization of professional settings,this paper chooses the theory of property rights and institutional changes in the new institutional economics to analyze in-depth the problems of the professional settings in colleges and universities.The existence and externalities of the transaction costs in the setting of colleges and universities set the feasibility of applying the theory of property rights to the study of the setting of specializations in colleges and universities.The existence of informal constraints,implementation mechanisms and adaptation efficiency in the setting of institutional changes reflects the existence of institutions the value of the theory of change applied in the research of professional setting in colleges and universities.Property rights in the new institutional economics belong to the institutional environment,and the system of professional arrangement belongs to the system arrangement,which is also the "system" in the usual sense.The property right of the university determines the nature,extent and extent of changes in the system of professional establishment.Through the use of the theory of property rights and institutional change theory in the new institutional economics,this paper explores the related factors that restrict the rationalization of the professional setting of colleges and universities.It finds that in the institutional changes of the colleges and universities,the asymmetry of rights and responsibilities caused by unclear property rights,"tragedy of the commons" As well as the influence of non-effective university organization,informal control,path dependence,implementation mechanism and adaptation efficiency on the professional setting of colleges and universities,which has restricted the process of rationalization of university professions.Finally,based on the theory of new institutional economics,this paper puts forward the path of optimizing the setting of institutional environment through professional setting,implementing the arrangement of professional arrangement and promoting the rationalization of professional setting in colleges and universities.
