After more than half a century of development,the American federal government student aid policy has undergone several major and tortuous reforms,and ultimately formed a solid aid concept and a sound aid system.This article adopts the policy analysis method and the historical analysis method,takes the Pell Grants Program as an entry point,sorts out the reform background and course,and microscopically explains the US policy making process and implementation process.Through the Pell Grants Program,the development and improvement of the Federal Government funding policy for college students has been adopted.From the macro point of view,when the federal government formulates policies,it adopts a development perspective to comprehensively design funding policies.The paper is mainly divided into three parts.The first part is the introduction,which mainly introduces the background and significance of the research,literature review at home and abroad,the perspectives and methods of research,and the definition of important concepts.The second part explains and analyzes the U.S.federal government aid.The second chapter introduces the predicament of the higher education in the United States before the Pell Grants Program.The difficulties faced by low-income families,and their students,and the needs of economy and social developments require science and technology talents.The federal government of the United States had established a Pell student grant program to meet various needs,thereby guiding the country out of its predicament,forming a sound and complete aid system,and successfully increasing the participation of all sectors of society in higher education.The third chapter introduces how the Pell Grant Scholarship Project guides the development of the federal government aid policy for college students after guiding the federal government to resolve the current difficulties.The three phases of aid development are proposed: the Pell Grants program as the main aid,the loan as the main aid and the aid package model,and the federal government aid practices are illustrated.The development trend of the U.S.federal government undergraduate aid policy is explained in terms of aid concepts,aid targets,and changes in aid methods.The fourth chapter is the summaryand reflection of the characteristics of the development of the U.S.federal government undergraduate aid policy.The third part mainly analyzes the enlightenment of the federal government undergraduate aid policy to china.In the fifth chapter,after analysis of university students' aid in China,combined with the experience of U.S.federal government aid.First,we must learn from the concept of foreign funding to improve our country's funding system.Second,we must clearly identify funding targets to ensure fair and equitable funding.Third,learn from the US experience in relying on social forces,integrate market resources,and invest in university student funding.Finally,we must avoid mistakes in the United States.Correctly grasp the direction of the policy and prevent any deviation from the policy.
