This paper mainly knows the main policies and measures of L county school mapping restructure through the methods of documentary analysis;and then adopts the interviews and questionnaires to collect the residents' evaluation and views on the school mapping restructure in this county.To expound and analyze the current situation,problems and causes of the layout of primary and secondary schools in L County,and put forward suggestions for policy improvement combined with previous research results.The survey results show that 77.78% of the people are dissatisfied with the implementation of the school mapping restructure policy,and also expose four major problems arising from the local implementation of this policy.One is the will of the people and the implementation of the policy failed to reach an agreement;two is the centralized school running made increasing of the cost for going to school;three is the centralized school running made increasing of the number of students in every class,the teaching management became more difficult;the four is the family education is lacking due to the distance to school after the adjustment,but parents are powerless to change.There are several main reasons for these problems from the policy level.First,in the process of policy formation and implementation,the government lacked the encouragement to the public participation,and the public participation is low;second,the government failed to take full account of local conditions when formulating policies,which was bookishness,obviously;finally,after the introduction of the policy,the government failed to carry out the policy evaluation and feedback.According to the situations of L County and the requirements of the new public service theory and public policy making,I suggests that LCounty should do the following in school layout adjustment policy improvement: First,listen to the opinions of the general public and encourage the public to participate in the policy process in the school mapping restructure policy.Second,overcoming formalism,really consider the problem from the perspective of the people,meet the needs of the people in the policy.Third,after the implementation of the policy,the government should timely make a summary,assess and give feedback on the implementation of the policy,and correct the policy deviation.Four,in terms of policy adjustment,it should not be affected by the general trend and should be guided by local conditions in the policy of positive innovation.
