Forecast Of The Demand For Preschool Education Funds Under The Background Of The "Universal Two-child" Policy

The "universal two-child" policy has been implemented since January 1,2016,which impact the increase of the preschool population primarily and put forward new demands and challenges to preschool education resources.Funds are the core resources of preschool education.Based on the "universal two-child" policy,scientifically predicting the demand for preschool education funds,then putting forward policy recommendations for future preschool education funding,which has important practical value.In this study,Chinese population forecasting software(CPPS)and related methods are used to predict the number of young children and the number of young children in the garden in China and in various provinces and cities.Then through regression analysis,the regression equation between the funds of the state financial preschool education,the expenditure of the public finance budget and the number of kindergartens is established.Finally,using the equation to calculate the demand for the preschool education funds in China and the provinces and cities.The results showed that:(1)in terms of population forecasting,the number of kindergartens in China and in various provinces and cities was increasing in the period from 2018 to 2021.The peak of demand was reached between 2021 and 2022,and then it began to decrease.(2)in terms of funding projections,the demand for preschool education funds in China also reached the maximum from 2021 to 2022,and the demand for preschool education in most provinces increased from 2018 to2021,the increase is large,and then it begins to decline.However,in some provinces and cities after the peak year of 2021,the demand for preschool education still maintains a trend of growth,and most of them are in the provinces and cities of the western region.(3)regions differences in preschool education demand in China is obvious.The demand for preschool education in the eastern region is the highest,the demand in the central region is obviously depressed,while the demand for preschool education funds in the western region is not as good as that in the eastern region,but it has maintained a steady growth trend.Based on the above research,the following suggestions are put forward:(1)the government should accurately monitor the dynamics of the number of school-age children,and scientifically co-ordinate the provision of preschool education funds;(2)developing preschool education expenditure per student standard,implementing the "the method of increasing the average funding for preschool education students";(3)ensuring the financial input of the country rigidly,and to highlight the commonweal and benefits of preschool education;(4)implementing a diversified financial input policy and adhering to the two feet of "expanding capacity and excellent structure".In particular,the government needs to increase investment in the peak years of future preschool demand,optimize the distribution structure,narrow regional differences,and ensure the steady growth of preschool education funding,so as to cope with the challenges and opportunities brought by the "universal two-child" policy for preschool education in China.
