Research On The Dilemma And Countermeasures Of Grass-roots Accountability Implementation

Grass-roots governance is the foundation of national governance,and standardizing the operation of grass-roots public power is the key path to improve the efficiency of grass-roots governance.With the continuous progress of political democratization in our country,the accountability system is born and developed constantly,which to some extent regulates and restricts the power of cadres,which is of great significance to the construction of responsible political parties and responsible governments.At present,there are more studies on accountability from the macro point of view,but less results from the micro point of view.From the point of view of public management and political science,this paper divides the practice of accountability into practice exploration stage,initial establishment stage and development and perfection stage.Combined with the practice and effect of accountability in Y areas of Jiangxi Province,this paper analyzes the existing problems and local deviations in the current grass-roots accountability practice.Combined with the existing problems,there are three main reasons for in-depth analysis,one is the misunderstanding of understanding,the other is that the inherent system leads to unclear powers and responsibilities,and the third is that the channels of supervision and accountability are not smooth.Therefore,in the future accountability practice,to change this dilemma,we must take more measures to improve the accuracy and refinement of accountability.We can expand the main body of accountability from many channels,form the joint force of accountability;secondly,find the object of accountability,clearly delineate the power and responsibility;again,we can further standardize the accountability procedure,thus enhance the quality of accountability and strengthen the authority of accountability;Finally,we can cultivate accountability culture and establish corresponding value orientation.With targeted measures to enhance accountability legalization,standardization,for grass-roots accountability practice to provide a reference.
