A Research On The Building Of Policing Community In Minority Rural Areas

In minority rural areas,various social contradictions highlighted with aggravated social transformations and the policing operation mode which is dominated by police force can't effectively meet the diverse security needs of the masses.Therefore,we should encourage multi-subjects to participate in cooperative governance and form an integral force for jointly addressing social problems.It is the study on building the policing community in minority rural areas that is a positive response and beneficial exploration on the construction of the governance pattern featuring “co-building,co-governing and co-sharing”.Taking the Liangshan Yi area as an example,this article analyzes the framework of the construction of policing community in minority rural areas by methods such as literature research,questionnaires and case studies and its research directions are theoretical guidance,basic principles,participating subjects,core elements,system constructions and constructional environments.In Liangshan Yi area,traditional lineage organizations,dispute mediators and customary laws of lineage are the main sources to build policing community,which still plays an important role in governing social security.Recently,the construction of governance pattern in Liangshan Yi area has initially achieved in which the party committee must be leading,the government must be in charge of,the masses must be in participation,the laws must be guaranteed and the technology must be support.The participation of lineage organizations and dispute mediators in the governance of security in different degrees has laid a good foundation for policing community.While in the respects of relevant participant subjects,system construction and environment construction,there are still some problems.For examples: the lack of subject consciousness in the governance of minority masses,insufficient motivation for the development of social organizations,imperfect legal systems and some requirements in customary laws of lineage are contrary to national laws.These problems are mainly constrained by some factors like that the masses works are not in place,the governance thinking of party committees and governments has not been completely changed and regional economic developments.Based on it,four suggestions are proposed in this article to perfect relevant systems,mechanism and optimizing the development environment.On the basis of excavating the rational core of traditional culture of minorities,making rational use of civil social organizations,and mobilizing the participation of masses,the cooperative and autonomy abilities of social forces should be activated and the innovating ways and means of policing works should be promoted.
