"Ru Net":A Study Of Russian Sovereign Internet Law

Nowadays,geopolitical conflicts and cyberspace security problems permeate each other.The western developed countries,led by the United States,rely on their hegemonic position in the field of cyberspace governance to constantly strengthen the suppression and sanctions against Russia.In addition,the deterioration of network information ecology and the severe situation of network crime in Russia have threatened the national security of Russia.In this context,Russia has revised the relevant communication laws and regulations,and carried out the anti Disconnection Test to achieve the purpose of maintaining the sovereignty of cyberspace.This paper studies the sovereign Internet regulations issued by the government of the Russian Federation in April 2019.First of all,from the international and domestic levels to explore the background of the introduction of laws and regulations,and trace the legislative origin of laws and regulations.Secondly,the legislative process and main contents of the regulations are discussed in detail,and the anti disconnection required by the regulations is analyzed.Finally,the paper expounds the influence and Enlightenment of Russian sovereign Internet law.Through the research,we know that the promulgation of laws and regulations is the continuation of Russia's digital authoritarian power,while striving for the initiative of cyberspace competition from the height of national strategy,trying to get rid of the control of cyber hegemonic countries,maintaining Internet sovereignty,and further strengthening the stability of state power.Laws and regulations ensure that Russian Internet will not be threatened by network disconnection through legislation,and establish an independent mirror domain name system to ensure internal interconnection.It is also required to realize rerouting of all Internet traffic and localized storage of data under the unified management of federal communications agency.It also carried out anti disconnection exercise to test the ability of domestic network to operate autonomously in case of disconnection.Cyberspace has become the "fifth territory" of the world today,and cyber sovereignty is the extension of national sovereignty in the field of Internet,so it is very important for national security to maintain cyber sovereignty.Russian sovereign Internet law still has many shortcomings,but its bottom line thinking in Internet governance,as well as the practical experience of exercises and legislation,have certain enlightenment to China.
