The Research On The Construction Of Rule Of Law Culture In Minority Areas Under The Background Of The Strategy Of Rural Vitalization

The countryside is the most prominent place of the main social principal contradiction in China.In order to solve the problem of "agriculture,countryside and farmers" in the New Era,CCP put forward to carry out the great decision of Rural Revitalization Strategy on the basis of overall situation to achieve the goal of effective governance and modernize it governance system and governance capacity.However,influenced by natural environment,historical reasons and cultural capital,there is still a big gap between the level of social development and the rural areas of Han nationality..To a certain extent,the biggest short board for the realization of China's modernization goals and tasks lies in the villages in ethnic areas..The construction of the culture of the rule should play an indispensable role in renewing the rural culture,providing the guarantee of order,stimulating the vitality of rural construction and reconstructing the rural governance system in the process of promoting rural revitalization in ethnic minority areas.How to orient and build the construction of the rule of law culture in rural areas of ethnic areas has become a key issue for effective rural governance in such process.This article starts with these problems and tries to find a feasible path for the construction of rule-of-law culture in ethnic areas.The construction of rule of law culture includes all aspects of system,theory,conceptual thinking,etc.This article,from three perspectives: time,space,and the“minority”,analyzes the problems existing in the construction of the rule of law culture in ethnic areas:the Dilemma in the Transformation of National Traditional legal Culture to Modernization,unbalanced development of rule of law culture in ethnic regions and the Dilemma of Legal Culture Construction Behind the Protection of Minority Rights;the article proposes that it is necessary to pay full attention to the objective difficulties in ethnic minority areas and seize the opportunities of the era of the Construction of State under Law,Government under Law and Society under Law and the rural revitalization strategy at the same time to promote the construction of rule of law culture.At last,we need to make full use of,mobilize,and adapt the two resources at the national level,ethnic minorities,and local factors under thebackground of the macro-policy,and start with governance to make sure that the Party play the leading role,shape the culture of rule of law from three dimensions and lead the construction of the rule of law by the basic-level society administering to test and feedback the rule of law culture in grassroots governance,to forming a positive cycle of the rule of law culture generation and optimization mechanism.
