President Xi Jinping proposed in the report of the 19 th National Congress of the Communist Party of China to implement the strategy of rural revitalization,and rural tourism is an important part of the strategy of rural revitalization,which has become a new bright spot of national economic growth.The State Council's No.1 Document of the State Council in 2019 pointed out that the issue of "agriculture,rural areas and farmers" is still the key to the comprehensive construction of a well-off society in China and the realization of the great rejuvenation of the Chinese nation.Rural tourism is not only a fusion of tourism and modern agriculture,and the optimization and adjustment of rural industrial structure.Effective means is also an important way to improve the backwardness of the rural economy and increase farmers' income.To this end,we must attach great importance to the development of rural tourism.In the "Guiding Opinions on Promoting the Sustainable Development of Rural Tourism" issued by the National Tourism Administration in 2018,it is mentioned that the strategy of revitalizing rural areas should be implemented to promote the sustainable development of rural tourism.The target of this type of rural tourism development pattern with reasonable layout and outstanding characteristics.In 2015,the State Council stated in "Several Opinions on Promoting Tourism Reform and Development" that it is necessary to vigorously develop the rural tourism industry,standardize the development of rural tourism,and strengthen professional training for rural personnel,so as to provide intellectual support for the development of rural tourism.In 2018,the National Development and Reform Commission formulated the Action Plan to Promote the Upgrade and Upgrade of Rural Tourism Development(2018-2020),which states that while vigorously developing rural tourism,it is necessary to strengthen the governance of rural tourism,including the environmental management of scenic spots.Rural road construction,sewage treatment,etc.,the governance of rural tourism contributes to the sustainable development of rural tourism.In 2004,Chifeng City was assessed as an excellent city in China by various indicators of "Excellent" by the National Tourism Administration.Although Chifeng's tourism industry has achieved certain results,Chifeng's rural tourism industry has arelatively short development time.It has developed rapidly and achieved relatively considerable economic benefits,but some problems are hidden behind the considerable economic benefits.Based on the theory of collaborative governance,this paper starts with the actual development and governance of rural tourism in Chifeng.Through questionnaire surveys,in-depth interviews,and field surveys,this paper analyzes the lack of participation of some cooperative governance entities in various areas of rural tourism collaborative governance in Chifeng.There are five problems: the inconsistency of the coordinated goals among scenic spots,the anomalous collaborative governance behaviors of environmental protection of scenic spots,the chaotic process of coordinated governance of tourism projects,and the insignificant effect of coordinated governance of rural tourism.Based on the actual situation of rural tourism in Chifeng City,the reasons for the problems are analyzed,that is,the lack of synergy awareness among the subjects of multi-disciplinary governance,the contradiction and conflict of the coordination goals among the scenic spots,the lack of standardization of the coordinated governance of scenic spots,and the governance process of tourism projects.Insufficient coordination and imperfect coordination governance mechanism.After an in-depth analysis of the reasons,it was proposed to increase the coordination awareness of the subject of multivariate collaborative governance,strengthen communication between scenic spots to reach consensus on collaborative governance goals,standardize the coordinated governance behavior of scenic spots,improve the synergy of the collaborative governance process of tourism projects,and establish a sound collaborative governance mechanism.solutions.
