With the continuous advancement of China's reform and opening up process,the social economy has achieved world-renowned development results,but the overall performance management level corresponding to this is still relatively backward,such as the relatively simple performance management method.Government performance management methods are an important topic in the current research community.Scientific and rational target management tools can improve the efficiency of government work,standardize government behavior,shape a good external image,and promote the reform of government departments.This paper takes the financial department as a research case and studies the performance management of government departments.The Balanced Scorecard is a strategy-centric approach to performance management that focuses on maintaining strategic balance,so it is especially applicable to government agencies.This paper chooses to introduce the Balanced Scorecard method into the DG Finance Institute,in order to effectively improve the performance management level of the DG Finance Institute through the Balanced Scorecard Performance Management System,so as to better serve the local economic development and effectively implement the “National Defense”.The important mission of "finance" and "finance for the country".As a kind of evaluation tool,the Balanced Scorecard is based on the four dimensions of financial status,customer service,internal business process and learning and growth,with effective completion of strategy as the motivation,measurable indicators as the target management results,and seeking results.The balance between sex indicators and motivational indicators.By applying the Balanced Scorecard to the performance management of government departments,it can help improve the level of government performance management.This paper makes an analysis based on the current actual situation,clarifies the main problems,and puts forward the main significance of applying the balanced scorecard.On this basis,it puts forward the application measures of the balanced scorecard in the financial performance evaluation system.This paper mainly analyzes the current performance management methods,analyzes the advantages and disadvantages of current performance management,and then introduces a new performance management tool,namely the balanced scorecard,to solve the problems in the current performance management process.By summarizing the relevant theories of the Balanced Scorecard,the feasibility and necessity of applying the Balanced Scorecard by DG Finance is proposed.The model is constructed according to the basic principles of the Balanced Scorecard and applied to the performance management of DG Finance.Through the analysis of the problems found in the application of the balanced scorecard,specific safeguard measures are proposed,which in turn leads to the improvement of the performance management level of DG Finance.In the research process,the research methods applied in this paper include literature analysis method,qualitative and quantitative combination method,comparative analysis method and so on.After making changes to the strategic logic of the Balanced Scorecard in the public administration,the Balanced Scorecard can be introduced into other public administrations,and a sound evaluation system can be established to scientifically assess the performance of local government performance management.Performance appraisal level.
