Research On The Government's Purchase Of Pension Service From The Perspective Of The Relationship Between Government And Social Organizations

The number of elderly population in China continues to increase in recent years.The problem of aging population is getting worse for the scale of elderly population is getting bigger and bigger.Traditional family pension model has been impacted.The functions of family and institution endowment have weakened and social endowment resources are not sufficient to meet the needs of the elderly as the pension demand of the elderly become diversified.So that make the elderly enjoy their old age becomes an important part of social and government work.Facing with the double pressure of transforming government functions and increasing pension demand,government departments hand over some pension service to professional social organizations in the market in the form of purchasing service,so as to make those social organizations actively and effectively participate in pension service and relieve the pressure of government and society.The introduction of social forces and market competition mechanism in pension service can effectively alleviate the pressure of government who has insufficient energy and professionalism to directly provide pension service,and improve the administrative efficiency of the government.It provides strong support and enough space for the development and growth of social organizations at the same time,thus adding new strength and vitality to Chinese social security.Government and social organizations are the main participants when they play the roles of “buyer”and “ seller” in the purchasing field,the interaction between the two participants will directly affect the supply efficiency quality of pension service.Therefore,research on the interactive relationship between government and social organizations has very important significance in the process of government purchasing pension service from social organizations.This paper uses the methods of case analysis,survey and interview and so on to do the research.After defining the related concepts and theoretical basis of the government's purchase of pension service,this paper systematically expounds thebasic situation of the government purchasing pension service from social organizations,taking Jinniu district of Chengdu purchases pension service from the Wanxia social pension service center as an example.According to Pierre bourdieu's field theory,there is specific field of purchasing or network in the process of government purchasing pension service from social organizations.In the purchasing field,the government and Wanxia social pension service center continue to interact and game around power,resource and professionality.Both take their favorable action strategies according to their own interests and value preference in this process,government adopts the strategy of supporting and controlling social organization at the same time and Wanxia social pension service center expands resource as well as complying with the government,and thus lead to a power game among the participants.There is double principal-agent relationship among the government,subdistrict office and Wanxia social pension service center in the cooperation and gaming,and strategic cooperation can also help to form positive interaction between the government and service center.In order to build positive interaction between the government and service center,this paper puts forward some suggestions on the basis of drawing lessons from the experience of the British and Japanese governments in purchasing pension service,such as superior government should guide government participants' value preference toward unification,strengthening strategic cooperation between government and social organizations,improving the mechanism of government's purchase of pension service,and introducing a third assessment system into the process,which will contribute to the interaction and cooperation between the government and social organizations and finally establish a stable partnership between them.
