Since the 19th National Congress of the Communist Party of China(CPC),the Party and the State have further deepened the reform of the administrative system and put forward a series of policies and measures to streamline administration and delegate more power to lower-level governments.Under the guidance of this ideology,the CPC.Central Committee and the State Council have delegated a large number of administrative power to local governments,and even directly to the district-and county-level grass-roots party and government agencies and public institutions.This has greatly increased the administrative power of local party and government agencies and public institutions,and the corresponding workload has also increased rapidly.However,with the increase of administrative power and functions,the corresponding financial power and personnel rights of local party and government agencies and public institutions have not been increased correspondingly.At the same time,party committees and governments at all levels have further strengthened their control over authorized strength,and there is a trend of further tightening,which makes local party and government agencies and public institutions have to use a large number of unofficial personnel,in order to resolve the huge contradiction between the normal performance of work functions and the serious shortage of personnel.In recent years,the increasing number of unofficial personnel in grass-roots party and government agencies and public institutions makes the contradictions in the management of unofficial personnel increasingly prominent and the situation increasingly complex.In order to better promote the reform of "streamlining administration,delegating power,improving regulations and improving services",further perfect the governance at the grass-roots level,standardize the management of unofficial personnel,and effectively enhance the efficiency of the use of unofficial personnel,all district-and county-level grass-roots party committees and governments are actively studying and exploring ways to strengthen the management of unofficial personnel in the party and government agencies and public institutions.This paper took the post setting and management mode of unofficial personnel in the party and government agencies and public institutions of District C in Wuhan as an example,used methods such as literature analysis method,action research method,and generalization and summarization method to analyze and study the problems of the post setting and management of unofficial personnel in in the party and government agencies and public institutions of this district,and hoped that the analysis and research can provide guidance for optimizing the post setting and management of unofficial personnel in District C and provide beneficial reference for the management mode of unofficial personnel in district-and county-level government institutions in China.This paper firstly introduced the relevant background,significance,methods and objectives of the research,and summarized the relevant concepts and theoretical basis of the post setting of unofficial personnel in the party and government agencies and public institutions.This paper introduced the basic situation of the post setting and management of unofficial personnel in in the party and government agencies and public institutions of District C,and then made deep analysis and research on the setting rules of government level,department type,lack of authorized strength,employment solution,"department politics"and problems left over from history.On this basis,it conducted an in-depth exploration on the necessity and limitations of the post setting and management of unofficial personnel in District C,and finally put forward some countermeasures and constructive suggestions for further optimizing the post setting and management of unofficial personnel in District C.
