Research On Public Construction In The Current Grassroots Society In China

In the new era,there have been a series of structural changes in our society,which has increasingly become a temporary community of high openness,mobility and heterogeneity.Social members have become atomic independent individuals with weak associations,emphasizing individualism and increasingly contradicting public interests.It is highlighted that the society presents a trend of decollectivization and individualization,which has led to many public problems,and public construction faces certain difficulties.On what basis should the atomized individual be integrated and how to integrate them becomes a question that must be answered in the construction of modern society.The report of the 19th National Congress clearly stated that it is necessary to establish a social governance model of "co-constructing,co-governance and sharing" to point out the direction of public construction in China in the new era.In the past,the study of publicness in the field of sociology was mainly based on the regional division to study the publicness of rural or urban areas,or to conduct macroscopic research based on the overall social development.However,public construction is not only a macro issue at the national level,but also closely related to social factors such as social members,public welfare social organizations and communities.The publicness at the grassroots level is precisely the most missing part of the current public construction.Therefore,based on the review of the history of publicness,this paper combines with the specific practice of social construction in China,taking Weihai as an example,starting from the three levels of social members,public welfare social organizations and communities in order to make research of the public construction in the current grassroots society in China by using the combination of quantitative and qualitative analysis.Specifically,quantitative analysis method is used to measure the publicness at the social member level,to examine the differences in the stock of publicness among different types of groups and to explore the factors affecting the stock of publicness.Qualitative analysis method is used to investigate the intrinsic motivation of social members to participate in social public affairs,and the beneficial experience of public welfare social organizations and communities in public construction.The study found that the public spirit and civic participation and public service participation of social members reflect the specific conditions of public construction:social members undering the guidance of the public spirit are generally care about public affairs,the area of civic participation is gradually widening,and public service participation is insufficient.Among them,social capital and resident status are important factors that affect the stock of publicness at the level of social members.At the same time,the role of public welfare social organizations in public construction has become increasingly prominent,and the better they develop,the higher the publicness stock will be.The Social Organization Innovation and Entrepreneurship Park has greatly contributed to the development of public welfare social organizations by providing support for funds,technology and resource links.However,there are still some problems such as the limitation of funding sources and the specialization of organizational members in the development of public welfare social organizations.In addition,the integration role of the community as a regional community has become increasingly prominent,and it has greatly benefited the strengthening of publicness at the levels of social members and organizations.Based on the above analysis,this paper proposes that public construction should focus on guiding the public spirit to a higher level,strengthening social trust and social relations,creating a good environment for social members to participate in grassroots social construction,and giving full play to the integration role of community communities.At the same time,continuously improve the service and participation ability of public welfare social organizations,and promote the construction of a new social governance structure of"co-constructing,co-governance and sharing" in the new era by strengthening the broad participation of different entities in the grassroots society.
