Research On The Institutionalization And Legalization Of Ethnic Township Government Governance Under The Background Of New Urbanization

To improve and develop the system of socialism with Chinese characteristics,and to promote the modernization of national governance system and governance capability is the overall goal of comprehensively deepening reform proposed at the third plenary session of the 18 th CPC central committee.Rural social management system is a basic part of ethnic governance system,an organic part of modernizing ethnic governance system,without the modernization of rural governance,it will be difficult to achieve the goal of building moderately prosperous society in an all-round way,is also difficult to realize the modernization of national governance.Along with our country entering into a new era of the development of socialism with Chinese characteristics,the great transformation of social structure and the continuous development of the rural social relations,the development of the rural governance system in ethnic regions has welcomed the historical opportunity,but also faced a series of governance problems.After forty years of reform and opening-up,the system construction of rural governance is impacted and digested greatly,the effect of rural governance is meeting new problems of institution and mechanism in terms of maintenance of social order and development level of rural area.Ethnic areas of our country is a political and economic geography space established by taking the minority as the main body,its long-formed unique social structure and social relations,the survival of natural conditions and geographical features,group attitude,ideas,belief systems,cognitive environment,etc.,has its own characteristics,makes the ethnic rural social governance structure different from general countryside's special circumstances,so that the governance problem is more special,the adjustment of the rural governance structure and governance innovation task is more difficult,the modernization of rural construction is more difficult too.Therefore,the rural governance system in the minority areas needs to be further improved,and the governance mechanism needs to be further improved through the combination of autonomy,rule of law and virtue.How to summarize the practice experience and lessons of ethnic township governance and to get beneficial theoretical research point of view,to dig and refine our rural governance outstanding traditional social resources in ethnic regions,learn the effective ethnic rural governance experience,the development of ethnic legal culture resources,how to optimize combination of the autonomy,the rule of law,the moral management these three rural governance mechanism of organic combination of rule of virtue as to perfect the system of ethnic areas in China's rural governance and accomplish the modernization of rural governance in ethnic regions,is a valuable research topic put forward by the new era.The thesis is divided into four parts,which are discussed in the political geographical space of ethnic township.The first part is the introduction.The thesis research background and purpose,combined with literature review and research achievements of some scholars at home and abroad,using literature research,historical analysis,system analysis and experience summary,the method of theory analysis,the opening for bureau put forward the thinking of writing;The second part is an overview of relevant theories.This part states below basic issues of ethnic township government: from the functions and powers of ethnic township government,the governance task,the definition of urbanization and the characteristics of the new type of urbanization,the strategic significance of taking a new way of urbanization and the urbanization of ethnic township governance,to the necessity of the ethnic township government reform and the reform orientation of institutionalized legalization,and provide theory support for thesis writing;In the third part,taking Guangxi as an example,this paper discusses the problems of the current ethnic government in the process of institutionalization and legalization of social governance.To this,from the backward economic development,social undertakings lags behind,management system is not perfect,imperfect management system is not sound,governance mechanism,this paper expounds five aspects at the same time try to analysis the deep-seated cause of problems;The forth part is to consummate the countermeasure of the mechanism of ethnic government.From strengthen ethnic township government social management functions,strengthen the public service function and economic functions of three functions are being transformed into a main focus,to strengthen the ethnic township government,legal system construction as the key,elaborate on the theoretical analysis,this paper mainly discusses the establishing and perfecting the party committee leadership,government responsibility,nongovernmental support and public participation,the rule of law guarantee of ideal mode of modern rural social management system,and improve the autonomy,the rule of law,"the unity of" three rule of rule of virtue the innovative concept of governance mechanism,is beneficial to solve the problem of ethnic rural social governance countermeasures.In a word,with the continuous advancement of urbanization strategy in China,it is imperative to deepen the administrative system reform and speed up the institutionalization and legalization of rural township government.It has important theoretical and practical value to pay more attention to the research on the institutionalization and legalization of grass-roots government organizations such as the ethnic government of our country.This thesis entitled by “Research on The Institutionalization and Legalization of Ethnic Township Government Governance under The Background of New Urbanization”,is trying to study the weak link and the challenges of social management which ethnic township government faces,and to indicate the general situation and prevalent problem of ethnic township government governance institutionalization and legalization in the course of urbanization.And then,offer some worthy advice for the ethnic township development.
