Research On The Implementation Of Local Gove Rnment's Poverty Alleviation Policy From The Perspective Of Policy Execution Network

Poverty is an unavoidable phenomenon all over the world,and poverty eradication is the common responsibility of all mankind.Since the founding of the people's Republic of China,the government has been committed to the development of production,poverty eradication,poverty alleviation and development programs,and has achieved universally recognized results.However,due to the restriction of natural environment and infrastructure,the living standard of poor people in poor areas is still far from that of developed regions.Since 2012,China has adjusted the strategy of poverty alleviation and development,and put forward the goal of building a well-off society in an all-round way by 2020 and the policy of precision poverty alleviation.The implementation of precision poverty reduction policy is an important link to achieve the goal of precision poverty reduction.Local governments play a key role in the implementation of precision poverty reduction policies.Under the guidance of "Policy Network Theory" and "Policy implementation Network Framework",from the perspective of policy implementation network analysis,this paper constructs the "Local Government Precision Poverty Alleviation Policy implementation Network" framework.This paper analyzes the implementation of the local government's precision poverty alleviation policy as a process,and studies the operational mechanism and essential characteristics of the local government's precision poverty alleviation policy implementation.Through the policy implementation network analysis,the following insights have been achieved: First,in the "Local Government Precision Poverty Policy implementation Network",provincial,municipal,county,township(township)governments are executive organizations,poor villages,poor households as the target group.In the network,there is interaction and game relationship among different executive organizations,between executive organizations and target groups based on their respective interest demands,thus affecting the policy implementation results.Second,the network implementation environment has an impact on the policy implementation,and the policy implementation process and implementation results also affect the network implementation environment.The third is that the operation mechanism is the guarantee of the network operation.This paper holds that the communication and coordination mechanism,the supervision and feedback mechanism and the learning mechanism are the effective mechanisms to ensure the operation of the "local government precision poverty alleviation policy implementation network".Based on the network model of local government's precision poverty alleviation policy,this paper analyzes the problems existing in the implementation of local government's precision poverty alleviation policy,and considers that local government,as the main body of precision poverty alleviation policy implementation,has the following main problems in the implementation of precision poverty alleviation policy.First,the county government does not have the responsibility in place and lacks a long-term plan and train of thought to lead the masses out of poverty and become rich;second,the policy implementation body,"utilitarianism," tends to be relatively serious;and third,the use of accurate poverty alleviation funds is dispersed.The actual application effect of poverty alleviation project is not obvious;Fourth,the inaccuracy of village organizations in the identification of poor households affects the implementation of policies.At the same time,the lack of internal development power of the target group,that is,poor households,is an important factor affecting the effect of policy implementation in the policy implementation network.The actual environment in rural areas has a great impact on the implementation of precision poverty reduction policy.Through the analysis,the realization of a comprehensive well-off society goal,the key is to improve the local government policy implementation effect.The first precise poverty to play the main role of local government in poverty alleviation precise;second to stimulate the target group of poverty of the internal driving force;third to the development of education to cut off the chain of poverty poverty intergenerational transmission;fourth supervision and feedback mechanism to play in the local government poverty alleviation precise in policy implementation;fifth to strengthen local government poverty alleviation precise environment construction in policy implementation,including improve our overall rural resources property right marketization;improve the degree of organization of farmers;constantly improve the investment environment,attract social capital to increase the precision of large scale,investment in poverty alleviation.
