Research On The Rural Minimum Living Security Of Dalian Huayuankou Mingyang Street

The rural minimum living security is an important part of the rural social security system in contemporary China.It is the basic plan for properly handling the food and clothing problem of poor families in rural areas.As the last "security line" of the social security system,it is necessary to improve the living standards of the poor peasants and promote rural economic development,narrowing the gap between rich and poor in rural areas and alleviating social conflicts play a crucial role.In recent years,the rural minimum living security system has been advancing steadily in Dalian Huayuankou District.Some good experiences and practices have shown its own characteristics,and guaranteed the basic livelihood of many rural destitute groups.The positive effects and far-reaching impacts have been initially shown.However,while many achievements have been made,there are still many realistic problems to be solved when the rural minimum living security system is implementing.This article takes the rural minimum living security system of Mingyang Street in Dalian Huayuankou District as the research object.Firstly,according to the existing policies,regulations and basic theories,this article introduces the concept and meaning of rural minimum living security system in our country,and from several aspects such as the safeguard object,rescue ability,rights and obligations relations,and sources of funds,analyzes the characteristics of the rural minimum living security.Based on the local policies and social conditions in Huayuankou District,this article introduces some relevant contents about object identification,income investigation,security standard,approval process and fund management in the rural minimum living security system of Mingyang Street in Huayuankou District,and establishes the theory basis for the subsequent analysis and study of the article.Since the establishment of the rural minimum living security system,it has made some achievements in tackling the basic livelihood problems of the needy people by raising the standard and expanding the coverage every year.Through collecting and sorting out the standard of the rural minimum living security system for the past four years,the amount of people and the funds invested by the government and many other data,using the methods of statistics and comparison to analyze the data,this article clear and definite the current situation of Mingyang Street Huayuankou Distract,then summarizes the current implementation and the achievements of the rural minimum living security.But at the same time,there are also some insufficient parts even though the great success has been made.Based on the field visits,investigation?research and data analysis,this article dig out main problems in the implementation of the rural minimum living security in Mingyang Street,and consider deeper reasons of generating these obstacles and contradictions.The reasons contain the lack of awareness of responsibility and the lack of good faith between the two parties,the difficulties in checking household economic status,the weak grass-roots work abilities in rural areas,the imperfect supervision and management mechanism.These analysis provide essential supports on the targeted reforms for the rural minimum living security system.At the end of the paper,on the basis of the academic achievements of at home and abroad,this article draws on the excellent experiences of implementing the rural minimum living security system from some areas of our country,and listens to the suggestions from the local staffs engaged in civilian affairs for many years in Huayuankou District.Based on my own work experience,this article puts forward some countermeasures and suggestions for perfecting the rural minimum living security system,including changing the administrative departments and people's security consciousness,establishing the economic status verification center,perfecting the democratic procedure,broadening the aid channel,guaranteeing the grassroots staff construction and financial support,and strengthening the dynamic supervision mechanism.Building a fair and efficient rural minimum living security system will upgrade the scientific and standardized management of the rural areas,so as to provide effective help to promote the development of rural minimum living security system in Huayuankou District,which will be really helpful to the needy groups.
