The Research On The Poor Women's Low Participation In Industry-based Poverty Alleviation Under The Perspective Of Social Gender

The process of rapid urbanization with the shift of surplus labor force,resulting in numerous women who stayed in the countryside undertook the main agricultural productive responsibilities.The traditional gender consciousness of "The man goes out to work while the woman looks after the house" hasn't been changed,but the traditional division of work has made a transition from "The men plough and the women weave" to"The men work and the women plough".The role of rural women has become increasingly important in the overall development of the countryside.But because of the rural women lacking of resources and marking grasp,the power of rural women haven't totally valued in rural development under the background of agricultural feminization.Especially in the area of the Targeted poverty alleviation,the Poor Women as an important part are wandering around the poverty alleviation measures which centered on male householders,instead of being the main force to push themselves development and out of poverty.Although there are many specialized agencies and NGOs lunching project for Poor Women,most of them are based on improving the rural infrastructure and solving the difficulties of Poor Women in their production and life,rarely involve developing the potential of Poor Women's own development.This article is trying to incorporate gender awareness in the field of poverty alleviation and analyze the influencing mechanism of Poor Women's Low Participation in Industry-based Poverty Alleviation through the Perspective of Social Gender.The influencing factors include personal factors and structural factors,the personal factors include the self-orientation of the subject and the natural endowment of the subject.Due to gender inequality,Poor Women are lacking of subjectivity in the family and participation in Poverty Alleviation.Meanwhile,with limited education,weak market awareness and limited social capital,the Poor Women's participation will and capacity have been influenced.Structural factors include rural culture and role expectation,gender blindness and the invisible sex exclusion of industry itself,as well as the impact of policy efficiency and performance appraisal system.Gender blindness in identification and system design and the invisible sex tendency shown by the market subject in the impoverished group,the role expectation and gender division of the Poor Women under gender inequality,and the "pressure" policy efficiency and performance assessmentresulting the neglect of the Poor Women.With the lack of Poor Women's willingness to participate caused by personal factors and the stealth rejection caused by structural factors,the Poor Women have low participation in Industry-based Poverty Alleviation.Through the investigation and interview on the status of Poor Women,this study puts forward the possible ways to change the Poor Women's participation in Industry-based Poverty Alleviation.
