Research On Accountability System Within The Party From The Perspective Of Responsibility Polities

The accountability system within party is one of the most important parts of the Chinese Communist Party's system building,developing and improving the accountability system within party can enhance the ruling ability of the Communist Party of China and consolidate its ruling position.Although the concept of the accountability system within party was proposed,it was not long,the theory of accountability has long been formed in the development of the Chinese Communist Party.Since the establishment of the Chinese Communist Party,The reciprocal spirit of power and responsibility is the basic observance of the party's accountability and is also the foundation of the party's governance.Responsible politics is the most essential requirement for the development of democratic politics,raising awareness of accountability and strengthening accountability work are important foundations for the Chinese Communist Party to develop accountability system within the party.The accountability system within the party has played an important role in maintaining the unity and unity of the party and promoting the development of the party's cause.This article is based on the theory of responsibility politics,combining the Interpretation of the Regulations on the Accountability of the Communist Party of China(hereinafter referred to as the "Accountability Regulations"),improving the development and change of the accountability system within the party and its operating mechanism,at the same time,making a brief analysis of the problems and shortcomings of the current accountability system within the party,and then propose some countermeasures.The full text is divided into five parts:The first part is the introduction,which mainly studies the accountability system within the party.To sort through domestic and foreign literature on the relevant literature on the accountability of the party,responsibility politics,and party responsibilities,this article analyzes the rationale for the accountability system in the party from three aspects: election accountability,social accountability,and accountability in the party.The second part explains the responsibility politics.The "Responsibility" in Responsible Politics can be understood from three levels of legal responsibility,political responsibility,and moral responsibility.Political inaction is a departure from responsible politics.Responsible politics is not only an important component of modern democratic politics,but also the basic standard of modern political civilization.Responsible politics must insist on "sovereignty in the people","consistent power and responsibility" and "rule of law."The third part is a historical review of the accountability system within the Chinese Communist Party.Taking the party's meeting and the party's documents as the object of analysis,we will make a qualitative analysis of the development stage of the accountability system within the party.The accountability system within the party is gradually established and perfected along with the establishment and development of the Chinese Communist Party.A detailed study of the accountability system within the party during each period is more conducive to understanding the "previous life and present life" of the accountability system within the party.To clarify the history and development of its historyThe fourth part is based on the provisions of the “Accountability Regulations” and analyzes the accountability elements in the framework of the accountability system within the party,such as the subject,conditions,and methods,and analyzes the institutional logic of the accountability system within the party.In the end,i will sort out some problems that still exist in the accountability system within the party,and consider that there is room for further improvements in the accountability subject,procedures,and investigation mechanism.Based on this,this article puts forward some suggestions for improvement from the perspectives of power and responsibility,decision-making system,accountability mechanism,accountability process,and relief channels.In short,the essence of modern politics is the combination of power and responsibility.The Communist Party of China as the ruling party is the central axis of the contemporary Chinese-style political structure.Studying the accountability system within the Communist Party of China is conducive to a profound analysis of the governing laws of the Chinese Communist Party and even the operational logic of the country's political structure.This is the key to the current study of the Chinese issue.
