After the Second Opium War,the late Qing Dynasty took a difficult step to gradually integrate into the world from a closed country.With the increase of foreign activities under the new situation,the Qing government followed the example of the great powers and began to select foreign envoys and establish a diplomatic system.Ambassadors stationed abroad are not only a part of the traditional bureaucratic system of China,but also a new group with new knowledge and ideas.They are also an important group who went abroad earlier and experienced the western society personally.France is one of the traditional powers on the European continent.It has a long history on the European continent,and its national conditions are similar to those of traditional China.In particular,Catholic missionaries came to China frequently in the Ming and Qing Dynasties,and they are one of the strongest powers on the European continent with the closest relationship with traditional China.This article mainly studies the group of ministers to France in the late Qing Dynasty,involving their selection,origin,main diplomatic activities and contributions.Compared with the minister in Britain in the late Qing Dynasty,the minister in France has the following three characteristics: the most prominent contribution in cultural exchanges,the important task of dealing with missionary cases,and more emphasis on the cultivation of International students.The Qing Dynasty?s emphasis on the Minister of France was not as good as that of the British embassy.The main manifestation is that France is resident in the country,and the minister is usually stationed in Britain,Russia,Germany and other countries.The reasons for this were related to the scarcity of diplomatic talents in the Qing Dynasty,the positioning of France's international trade,and the diplomatic strategy of the Qing Dynasty.In the later period,the Qing Dynasty paid more and more attention to the ministers stationed in France,and France became the permanent resident of the ambassador.As a late Qing dynasty bureaucrat,the group of ambassadors to France successfully fulfilled their duties as ministers,including actively engaging with the Government of France,making frequent suggestions to Qing Dynasty,committing to promoting cultural exchanges,developing the cause of studying abroad,and promoting diplomatic reforms in the late Qing Dynasty.Some of the Ministers in France also conducted in-depth thinking on the Western system and the status quo in China,and promoted cultural exchanges between the two countries.
