Since the implementation of the Blood Donation Law of the People’s Republic of China in 1998,blood donation has been carried out for more than 20 years.Through the continuous efforts of governments at all levels,health administration departments,blood collection and supply institutions,social organizations and the vast number of blood donors,non-remunerated blood donation in China can basically meet the clinical use demand.But compared with other developed countries,there are still some gaps.The history of unpaid blood donation in China is not too long.With the increase of clinical blood demand in recent years,the opening of the two second-child policy and the aging of population,how to ensure the clinical blood supply,continuously,timely and adequately has become an urgent problem.It has become a general trend to construct a long-term mechanism of unpaid blood donation.From the perspective of new public service theory and public goods theory,this paper investigated the situation and evaluated the existing problems and causes of the current voluntary blood donation system in City C by means of literature research,questionnaire,resource data analysis and interview.This paper offers some countermeasures and suggestions for the Chinese voluntary blood donation system on the basis of the positive practices of related work at home and abroad.The conclusions of this study are:First,at present,there are four main problems in the unpaid blood donation mechanism in City C: The first is that the policy coordination mechanism is biased and the government has not fully played a leading role,which results in uneven distribution of medical resources,no specific standards for blood donation,and insufficient staffing of blood collection and supply institutions.The second is the lack of incentive mechanisms that fit the interests of blood donors.The reason is that the lack of long-term,systematic incentive mechanism planning and information feedback mechanisms is immature,which leads to the inability to accurately understand the needs of blood donors.Third,the construction of high-quality service mechanisms is relatively lagging due to the failure to match the speed of hardware and software construction in a timely manner,the low level of service informationization,and the time required to change the service model,resulting in poor service convenience.Fourth,the accuracy ofthe publicity and communication mechanism is insufficient,mainly due to the different ways in which the public receives information and the lack of in-depth understanding of safe blood donation,so the publicity effect is not satisfactory.Second,the countermeasures to improve the existing problems of the city’s unpaid blood donation mechanism include: The first is to improve the unpaid blood donation coordination mechanism by decentralizing medical resources,doing top-level design,and increasing investment.The second is to increase the emphasis on incentive mechanisms through the introduction of rich incentive measures,the release of multiple practical incentive measures,and the establishment of incentive effect feedback mechanisms.The third is to upgrade the unpaid blood donation service mechanism by optimizing the service environment,strengthening information integration,and changing service models.The fourth is to establish an effective publicity and communication mechanism by increasing the frequency of publicity,accurately identifying people,and controlling public opinion.
