Study On The Implementation Effect Of Shanghai Tobacco Control Policy Based On The Data Of Public Service Hotline

Objective: To understand the implementation effect of Shanghai tobacco control policy from the perspective of public supervision,find the common problems in tobacco control work,put forward policy suggestions based on the analysis of the data of complaints and reports on tobacco control received by Shanghai Public Service Hotline.We hope to provide support for multi-department law enforcement,strengthen the construction of tobacco control service network,and improve tobacco control law enforcement and supervision.Methods: Natural language processing was used to pre-process the original data,and construct the database to provide the basis for data analysis.Descriptive statistics method is used to present the overall situation of important indicators,and to understand the changes of indicators before and after the implementation of the policy.Results: The number of worklists received by Public Service Hotline increased substantially after the implementation of the policy in March 2017.The type of complaint-reporting worklists took up the most,and the number of help-seeking and consultation worklists increased significantly at the beginning of the policy implementation.The worklists were mainly from telephone sources.The common places where the tobacco complaints occurred were in the workplace and restaurants.Smoking and poor supervision were the most important problems.Shanghai Municipal Commission of Health and Family Planning was the major organizer.Processing methods varied based on the type of worklists.According to the change of worklists,it reflects the effect of policy implementation to a certain extent: citizen participation has been significantly improved,but the degree of mastery of policy content is limited.The implementation of policy in various places is uneven.The problem of smoking control reported by citizens also reflects the difficulty of smoking control work.The punishment of illegal phenomenon of smoking maybe lighter on the basis of the processing measures results.Conclusion: After the implementation of the tobacco control policy,the participation of citizens has been significantly improved,but it also reflects the existing problems in tobacco control work.Through the analysis of worklists related to tobacco control received by Public Service Hotline,it is helpful to understand the feedback of target groups to the policy implementation,and to help the government decisionmaking departments improve the tobacco control laws and regulations,and promote the tobacco control work.
