| Under the circumstance that the state vigorously carries out the new medical reform,public hospitals have become the first front of the new medical reform.A large number of reform policies have been introduced successively.In the process of steadily advancing the medical reform,public hospitals have made up for their own weaknesses and realized the overall improvement of hospital management and operation by combining with the reality of our hospital.Fixed assets are an important part of public hospitals,but their management is always unsatisfactory and there are loopholes.Therefore,in the process of the new medical reform,the reform of fixed assets management mode has become the core of the reform of a large number of public hospitals.As one of the key public hospitals in tongliao city,R hospital’s fixed assets management largely represents the management level of grade iii b hospitals in tongliao city and jilin province.In this paper,R hospital was taken as the research object,and its fixed assets management was studied by using literature research method,data analysis method and case analysis method.The paper is divided into five parts.Firstly,the research status at home and abroad is sorted out and analyzed to find the entry point of this paper.Secondly,the concepts and theories related to the management of fixed assets in public hospitals are sorted out to lay a theoretical foundation for the research.Once again,the basic situation of R hospital and the situation of fixed assets management were sorted out from the following five aspects: the status quo of fixed assets,the division of responsibilities,the management process and the control mode.Then,according to the fixed assets management of R hospital,analyze its deficiencies in asset utilization,responsibility division,process implementation,control implementation and other aspects and the reasons;Finally,according to the situation of R hospital,put forward targeted and feasible Suggestions.The research mainly draws three conclusions: first,R hospital currently has a low utilization efficiency of fixed assets,with a low rate of return on fixed assets,turnover rate and medical income level of 100 yuan fixed assets.The management quality of fixed assets in R hospital is not high,the division of personnel responsibilities is not detailed,the management process is heavy on purchase and light on management,and the implementation of fixed assets control measures is not in place;Third,to improve the management level of fixed assets in R hospital,it is necessary to start from four aspects: asset utilization efficiency,division of department responsibilities,process management quality and implementation of control measures.In the process of optimization,we should not only establish and improve the work system,set up specialized management departments,and build an information-based management system,but also strengthen the employees’ awareness of internal control,strengthen their responsibilities,and implement the "soft power" of supervision and management.Through the research,I have a more comprehensive and objective understanding of the fixed asset management of R hospital,and a deeper understanding of the specific indicators,working process,supervision and management involved in the fixed asset management of public hospitals.At the same time,I deeply understand the importance of fixed asset management to the long-term,stable and healthy development of public hospitals. |
