Research On Medical Security Policy For Serious Illness In Quanzhou

In the report of the Nineteenth People’s Congress,"Supporting the weak" is the aim of people’s livelihood development.In order to achieve it,it is necessary to establish a multi-level social security system,especially the basic and perfect medical security system for serious illness.As the basic requirement for the improvement of security system,the development of medical security for serious illness in Quanzhou not only satisfies the real requirements of urban and rural residents,but also improves the service of medical compensation.In order to lighten the economic burden of patients who have serious illness,the medical security system in Quanzhou has been improved by enlarging the the scope of population and serious illness involved.It has developed from the initial illness security to the security mode which both illness type and medical cost are both concerned.Although the multi-level medical security system for serious illness which includes basic medical insurance,serious illness insurance,medical assistance and compensation for the real poor has been initially established,it needs more help to carry out an in-depth research for people of all circles due to the short period of the policy which has been carried out.The paper is based on the background above.The main research work is summarized as follows: introducing the current situation of the research on serious illness insurance at home and abroad;defining the relevant concepts and introducing the theory used in the research process;further interpreting the existing policies in Quanzhou,and using literature research,statistical analysis,questionnaire survey method.This paper analyses the medical expenses of serious illness in Quanzhou and the effect of the operation of the security policy,and then analyses the problems existing in the implementation of the medical security policy of serious illness in Quanzhou and explores the causes of the problems.By referring to the diversification of the domestic typical medical security system to resolve the economic risks of serious illness,it puts forward feasible countermeasures and suggestions,which can provide reference and practical suggestions for policyimprovement.It is hoped that this study can provide a theoretical basis for the efficient operation of Quanzhou’s serious illness medical security system and better benefit to the people.
