| With the rapid development of China’s medical industry and the country’s attention and support to the medical industry, the number of large-scale general hospitals in China is also increasing. The hospital has a large number of intensive personnel, patients with limited mobility, more electrical equipment and other characteristics, which causes the hospital to face significant public liability risks. It is an effective risk management method to transfer risks by insuring the public liability insurance. Therefore,it is of great significance to conduct public liability insurance research on the public liability risk of hospitals. In this study, the public responsibility risk of large-scale general hospitals is taken as the research target.Firstly, the current research status at home and abroad and the current state of public liability insurance are expounded accordingly.Secondly, the types of public liability accidents in large general hospitals are identified, and the causes of accidents are analyzed by Fault Tree Analysis to establish a risk assessment system. The multi-level fuzzy comprehensive evaluation is used to quantify the risks and obtain specific evaluation scores. The five risk levels of public responsibility of the hospital are determined. In addition, the Pathfinder is also used to simulate the internal situation of the hospital under emergency conditions, and the number of stranded people in the accident is calculated.Based on the results of the risk assessment, the compensation limit is confirmed and the interpolation method is used to float the insurance premium rate, which makes the design of the insurance scheme of public liability insurance more scientific and reasonable. Finally,an example is selected for application, according to the actual risk situation of large-scale general hospitals, the reasonable rate and limitation of liability are determined, and the final insurance premium is calculated. |
