Analysis On Health Service Capability Of Township Health Centers Of Ordos

Township health centers are at the bottom of the three-level rural health service network.Their health service capacity directly affects the primary diagnosis rate of farmers and herdsmen,integrates regional medical resources,ensures that township health centers have sufficient facilities,human resources and financial resources.In addition,optimizing medical,nursing,rehabilitation and public health services in combination with the regional economic situation and demographic characteristics,so as to make township health centers play a good role of healthy gatekeepers at the grassroots level.In this study,a town health center in Ordos City is taken as the research object,and medical resource allocation index,medical service evaluation index and public health service evaluation index are constructed by literature analysis.Collecting the medical income statement,annual final settlement statement and other relevant data of a town hospital in Ordos from 2014 to 2018 to describe and analyze the medical service ability and public health service ability of the hospital,by means of literature analysis,medical resource allocation index,medical service evaluation index and public health service evaluation index are constructed.and collecting the satisfaction questionnaire of the staff from the township hospital,as well as farmers and herdsmen.A total of 7,841 questionnaires were distributed to the staff of a town health center,the resident population of the district,outpatients and inpatients,and 4,997 effective questionnaires were collected,with a recovery rate of 63.73%.The total amount of medical resource allocation meets the requirements,and the utilization rate of resources is low,the staffing is insufficient,the majority medical personnel is under 45 years old,the number of nurses is insufficient,and the number of senior medical professionals with professional title is lacking.The medical service capacity is weak,unable to effectively undertake the primary diagnosis and rehabilitation functions required by the hierarchical medical system;The efficiency of public health service is low,the output of public health service is limited to the completion stage of report,and the utilization degree of resident health archives is low.low utilization of hospital beds;the average medical cost of outpatients and inpatients is high,of which the medicine fees account for a high proportion.The level of financial compensation is low,and the medical income mainly comes from outpatient service income,and medical receipts and expenditures of medical treatment in medicines account for a high proportion;fine-grained management of medical and public health services has not been achieved.It is necessary to further improve the level of financial compensation,improve the medical service prices and medical insurance payment methods to adapt to the development of township health centers.Realizing the dynamic management of personnel in the area,achieving the service conditions of hierarchical diagnosis and telemedicine for facilities,equipment,information level and technical conditions,promoting the medical and public health service capacity of township health centers,and realize the continuous management of three-level disease prevention,and improving the utilization efficiency of medical and public health services and the first diagnosis rate of township hospitals,so as to ensure the smooth implementation of the hierarchical diagnosis and treatment system in the autonomous region.
