Objective:The main purpose of this study was to figure out the establishment of institutions,staffing,training and the completion of main indicators of health and family planning supervision and co management services in Jilin Province,to understand the difficulties and problems encountered by grass-roots workers,to analyze the overall situation of health and family planning supervision and co management services provided by Jilin Province,and to explore solutions to the existing problems,so as to provide basis for improving the quality of health and family planning supervision and co management services.Methods:In this study,we collected the basic information of the health and family planning supervision and management services reported by the health supervision institutes in Jilin Province,and investigated them by sending out the basic information questionnaire to the health and family planning supervision and management service staff.Descriptive analysis was used to analyze the establishment of institutions,basic information of personnel,training and the completion of main task indicators of health and family planning supervision and co management services in Jilin Province.The contents of 354 questionnaires were classified,299 health and family planning supervision assistants and 55 health and family planning supervision assistants were analyzed.The questions fed back by the staff were coded and classified into Nvivo 11.0,and further analyzed by topic analysis.Results:(1)At present,there are 995 community health service centers and township health centers in Jilin Province to undertake the work of health and family planning supervision and co management,and all of them have set up health and family planning supervision and co management offices,but the service area and the number of service population of grass-roots medical and health institutions that undertake the service of health and family planning supervision and co management vary greatly among regions.(2)Jilin Province applied for 1990 assistants for health and family planning supervision and 2050 actual employees,a total of 10758 staff,basically meeting the national requirements.However,there are great differences in the professional,age and part-time situation between the assistant managers and the information workers.(3)Among the problems fed back by the grass-roots staff,the management level and human resources were fed back more frequently,among which the most problems were the noncooperation of each unit,serious part-time situation and insufficient staff.(4)In terms of work indicators,Jilin Province has a good performance in terms of the number of inspections on drinking water safety,illegal practice of medicine,illegal blood collection and supply,and the number of field inspections on family planning related information,but still some areas have not completed all indicators.719 incidents or clues were found in all regions,and 719 incidents or clues were reported.The information reporting rate was 100%.Advices:(1)Improve the staff’s awareness and attention to the health and family planning supervision service,expand the promotion mechanism of grass-roots staff,appropriately increase the input of material and human resources,strengthen the linkage with the health supervision institutions,and improve the inspection intensity.(2)Strengthen material security and information construction,reduce the actual workload of grass-roots workers,and improve work enthusiasm and efficiency.(3)Strengthen the construction of talent team,strengthen the training intensity of existing staff,improve their professional ability;at the same time,absorb fresh blood,attract medical students with bachelor’s degree or above to join the grass-roots level,and reasonably allocate staff according to the geographical area and population of each region.(4)Strengthen the publicity of health and family planning supervision and management services,publicize the concept and importance of basic public health services,and enhance residents’ sense of identity and recognition.(5)Improve the effectiveness of the work,appropriately reduce the workload of text materials,and shift the focus of work to patrol work.Conclusion:(1)The health and family planning supervision and co management service system has been basically formed.995 community health service centers and township health centers that carry out the health and family planning supervision and co management service have set up the health and family planning supervision and co Management Office.(2)Grass roots human resources are relatively tense.The situation of part-time job is serious,the staffing is not reasonable,and the number of assistant managers in some areas is not up to the standard;compared with the assistant managers,the level of specialization of information workers is low and the age is too large.(3)The publicity work is not in place,and the masses are unable to better cooperate with the health and family planning supervision and co management service.(4)The management mode is not perfect,some systems are not comprehensive,the cooperation degree of residents is quite low,and the inspection intensity is limited.(5)The hardware equipment is not perfect,and there is a lack of uniform and work permit transportation.(6)The effectiveness of the work is insufficient,and the number of inspections in some areas does not meet the requirements of the specification.(7)In summary,Jilin Province health and family planning supervision co management service has been carried out steadily according to the national requirements,and the main indicators basically meet the national requirements,but the specific work management mode and effectiveness still need to be improved.
