Analysis On The Construction Of Integrated Care Organization Of Wuhan Union Hospital

With the development of economy,China’s healthcare industry has made great progress in terms of scale and quality.However,China’s high-quality medical resources are generally insufficient and unevenly distributed,and structural contradictions are prominent.The accessibility and fairness of medical and health services need to be improved.Meanwhile,people’s health needs are also increasingly high,which makes the problem of seeing a doctor become a social hotspot.Since the new round of medical reform,the government has focused on optimizing the distribution of high-quality medical resources,improving the primary-level health care services,and gradually put forward the idea of hierarchical diagnosis and treatment and the idea of establishing a integrated care organization to promote the sinking of high-quality medical resources in practice,so as to promote the construction of hierarchical diagnosis and treatment system.At present,the construction of integrated care organizations has made some achievements,at least in terms of scale,and the level of primary-level medical service has been improved to a certain extent with the help of integrated care organizations.However,it is undeniable that with the deepening of the work of the integrated care organizations,various problems are also emerging,such as insufficient government leadership,insufficient linkage of medical insurance,and unsmooth two-way referral,etc.,resulting in the bottleneck of the construction of the integrated care organizations.At the same time,in practice,we also find that the role of lead hospitals of integrated care organizations is particularly important,and how to improve the initiative of lead hospitals has become one of the important work to promote the development of integrated care organizations.This paper takes Wuhan Union Hospital as an example to understand the current situation,main methods,achievements,existing problems and causes of its integrated care organization construction by means of questionnaire survey,interview survey,literature review and other methods,and puts forward suggestions for improving the construction of integrated care organizations by referring to the domestic excellent medical association construction examples.The first part of the introduction mainly puts forward the background and significance of the topic of the paper,domestic and foreign research review,etc.The second part mainly introduces the construction and development status of integrated care organizations in Wuhan Union Hospital,including hospital scale and integrated care organization management,integrated care organization development planning and operation mechanism,main means of assistance and achievements.The third part discusses the main problems of integrated care organization construction in Wuhan Union Hospital through interviews,questionnaire survey which conclude that the main problems including lack of internal management,insufficient health care linkage,lack of human resources,insufficient information construction,unsmooth two-way referral,lack of personnel incentives,formalistic multi-point practice,insufficient talent flow.The fourth part analyzes the reasons for the existing problems in the construction of integrated care organizations in Wuhan Union Hospital.It puts forward that the main reasons are the lagging integrated care organization policy,insufficient medical insurance preference,insufficient emphasis on informatization in hospitals,insufficient government investment,high labor cost and heavy tasks for leading hospitals.The fifth part is the countermeasures and suggestions for the construction of integrated care organizations in Wuhan Union Hospital.This paper believes that to deepen the construction of integrated care organizations,government should play the leading role from the top down,strictly assess the performance,strengthen the linkage of medical insurance,improve the distribution of basic drugs,increase financial input,attach importance to information construction,and at the same time increase publicity,standardize the internal management of integrated care organizations.Through the construction of integrated care organizations,the public are guided to seek medical treatment in an orderly manner,so as to promote the implementation of the policy of hierarchical diagnosis and treatment.
